Causing Bad smell and flies to neighboring properties. Observations: Upon arriving to the property I spoke with Scott Teresi. Notified Scott of complaint and he offered for me to follow him to the area of concern. At the area of concern material consisting of wood chips,dirt, and manure was spread in a thin layer covering a large area of the northern end of the property. Surrounding the area of where the manure was spread there were agricultural lands that consisted of orchards to the north,west, and east. South of the area of manure was the Teresi Ranch property.Across the street of Live Oak Rd. consisted of more agricultural land with no structures.The living structure that is not within the property line of Teresi ranch property is approximately 1000 ft from the area of where the manure is spread. Odor on the property light,and off the property near Live Oak Rd. no odor was noted. Fly population near the area of manure was light and there was no noticeable fly population near Live Oak Rd. Scott Teresi noted that discing of the manure into the soil will occur this weekend.
