COMPLAINT INSPECTION REPORT <br />10:00 am <br /> 9:00 am <br />Time Out: <br />Time In: <br />Environmental Health Department <br />Name of Facility: UNKNOWN Date: 02/23/2024 <br />Address: 3550 N WILSON WAY, STOCKTON <br />Owner/Operator: STOCKTON OPEN AIR MALL PTP Telephone: <br />Program Element: 1600 - FOOD PROGRAM Complaint #: CO0056420 <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />(C) STATES THERE IS A BOX TRUCK THAT PARKS IN THE PARKING LOT OF THE STOCKTON OPEN AIR MALL AND <br />SELLS (THAWED) BUT REFRIGERATED MEAT OUT OF THE BACK OF HIS TRUCK. (C) BOUGHT CHICKEN ON <br />FRIDAY, 2/16/2024, TOOK IT HOME, REFRIGERATED IT, AND ATE THE CHICKEN ON SUNDAY, 2/18/2024. A FEW <br />HOURS AFTER INGESTING THE CHICKEN, (C), (C)'s SPOUSE, AND 2 CHILDREN ALL GOT STOMACH CRAMPS, <br />NAUSEA, VOMITING, AND DIARRHEA. NOBODY WENT TO THE DOCTOR. (C) STATES THAT THE TRUCK IS ONLY <br />THERE ON THURSDAYS AND FRIDAYS, BETWEEN 8am - 12:00pm. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; <br />113700. All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health <br />and have the potential to cause foodborne illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of <br />the food facility. <br />OVERALL INSPECTION NOTES AND COMMENTS <br />No Temperature Data Collected <br />FOOD ITEM -- LOCATION -- TEMP º F -- COMMENTS <br />COMMENTS AND OBSERVATIONS <br />Arrived on site and walked around flea market. Found stand with unmarked box truck (LIC: 58600Y2) selling thawed honey <br />glazed beef prepackaged meats. Met operator and discussed reason of site visit. Operator was unaware a separate permit <br />was required to sell meat. Discussed with operator that a separate permit is required and mechanical refrigeration/freezer <br />would be needed to preserve the meats in correct temperature. Operator was unable to give more information on <br />prepackaged meats and denied access to view labels to get information on processor of meats. Only the terms "prepackaged <br />honey beef" and "Savemart" were observed on boxes before they were removed and put back into truck by operator. <br />Generated notice to abate and obtained signature from operator. Handed copy of notice to abate to operator. Operator is to <br />stop the sale of meat immediately and obtain the proper permits from EHD. Operator removed meat from sale and stated he <br />would discontinue this practice.Met with site manager for flea market and discussed situation with operator selling <br />meat.Manager was unaware of situation. Discussed with manager that notice to abate was given operator and that the sale of <br />meat was to cease immediately. Manger stated he would talk to operator and make sure the sale of meat is stopped and does <br />not continue. Report to be mailed to operator and emailed to site manager. <br />The person in charge is responsible for ensuring that the above mentioned facility is in compliance with all applicable sections of the California Health and <br />Safety Code.
