Hi Jonah,
Thankyou foryour response.
1. Excellent catch- I meant the WET test results. The TCLP/STLC both have limits set at 5 mg/L.
2. 1 will need to take a look at that and get back to you. I did see that we had some documents that
were being reviewed where the City of Lathrop was thinking of stopping use of the press.
3. It is my understanding from the documents that the permit was required based on the test results
and inspection report written.
I am off right now but will send a follow up email to these additional items tomorrow morning.
Are okay for an early afternoon meeting? Maybe around 1:30 PM?
Thank You,
John Alaniz
From:Jonah Sonner<lsonner@ci.lath rop.ca.us>
Sent: Wednesday,April 15, 2026 12:36 PM
To:Alaniz,John [EHD] <ialaniz1@sigov.org>; Sammons, Lynsey [EHD] <Isammons@slgov.org>; Frank Vallejo
<fvaIlelo@ci.lath rop.ca.us>; Philip Humphrey<phumphrey@ci.lathrop.ca.us>
Cc: Presto, Carol [EHD] <cpresto@slgov.org>
Subject: Re: [**EXTERNAL**] PR0538356, PR0538355, PR0543928- HMBP, LQG HW,TP-PBR Compliance Info 2025 -
12.8.25
Hi John,
Thanks for sending this over and referring me to the historical documents.
Just to clarify-you said in your first email that we were failing the TCLP, however in the document you
attached all of the TCLP results were ND for Arsenic. Maybe I am misunderstanding something?
I read through the documents as well(a lot of duplicates it seems) and came across Michelle's original
statement that we needed to obtain a permit for treating hazardous waste, and then H2O responds in
November 2016 that we were in process of making facility modification to avoid needing a permit. After
that statement, all communication or reference drops off to needing a permit, so I cannot determine
from these documents if EHD accepted or denied those modifications and then required the permit. Was
the permit required from the 2020 settlement?
I'm available tomorrow after 11AM to discuss further. Does this workforyou?
Thanks very much!
Jonah Sonner
Compliance Engineer
City of Lathrop I Public Works Department
390 Towne Centre Drive,Lathrop,CA 95330
P:(209)941-7443 1 C:(209)665-9882
Isonner@ci.lathrop.ca.us
2
