COMPLAINT INSPECTION REPORT <br />Environmental Health Department <br />Name of Facility: FOSTER FREEZE #186 Date: 09/10/2025 <br />Address: 315 N HAM , LODI 95242 <br />Owner/Operator: BIEHL, GEORGE Telephone: (209) 368-6398 <br />Program Element: 1600 - FOOD PROGRAM Complaint #: CO2500545 <br />Responsible Party Contact: <br />DESCRIPTION OF COMPLAINT ALLEGATIONS <br />The San Joaquin County Environmental Health Department received the following complaint: <br />COMPLAINANT STATES EVERYTIME THEY GO TO THE ESTABLISHMENT AND EAT ICE CREAM THEY HAVE DIARRHEA. <br />COMPLAINANT STATES THEY HAVE BEEN TOLD BY OTHER CUSTOMERS THAT THEY HAVE GOTTEN DIARRHEA <br />FROM THE ICE CREAM FREQUENTLY AS WELL. COMPLAINANT ALSO STATES THAT THE EMPLOYEES USE ONLY <br />ONE SPOON FOR THE TOPPINGS AND IS WORRIED ABOUT CROSS CONTAMINATION. NO DOCTOR WAS SEEN. <br />VIOLATIONS AND CORRECTIVE ACTIONS <br />Items listed on this report as violations do not meet the requirements set forth in the California Health and Safety Code commencing with section 7; 113700. <br />All violations must be corrected within specified timeframe. Violations that are classified as "MAJOR" pose an immediate threat to public health and have the <br />potential to cause foodborne illness. All major violations must be corrected immediately. Non-compliance may warrant immediate closure of the food facility. <br /> #7 Hot and Cold Holding Temperatures <br />OBSERVATIONS: Measured the cold holding temperature for the ice cream soft serve at 51 F. Discard current batch and do not <br />use machine until it holds a temperature of 41 F or below. Send picture correction of refrigerator holding 41 F or below before <br />using soft serve machine. <br />CALCODE DESCRIPTION: Potentially hazardous foods shall be held at or below 41/ 45°F or at or above 135°F. Arrived on site and met with manager. Discussed reason of site visit. Facility has been having issues and <br />had machine serviced the day before. Measured the cold holding temperature of the ice cream soft serve at 51 F. Instructed <br />manager to discard and discontinue use of soft serve machine until picture correction of cold holding of 41 F or below is received. <br />Observed topping have a separate scoop for each.
