SAN JOAQUIN Environmental Health Department <br /> COUNTY <br /> Hazardous Materials Business Plan Program Inspection Report <br /> Facility Name: Facility Address: Date: <br /> EL CAMINO TIRES (WILSON) 1340 N WILSON WAY, STOCKTON 7July 15, 2025 <br /> 14 CA Health and Safety Code 25505(a)(4) 1020002 - Provided initial and annual training and maintained training records <br /> for a minimum of three years <br /> OBSERVATION: Employee training records were unavailable for review. <br /> REGULATION GUIDANCE: The business plan shall include provisions for ensuring that appropriate personnel receive <br /> initial and annual refresher training. All employees shall be trained in safety procedures in the event of a release or <br /> threatened release of a hazardous material, including, but not limited to, familiarity with the following plans and <br /> procedures: (A) Immediate notification contacts to the appropriate local emergency response personnel and to the <br /> unified program agency. (B) Procedures for the mitigation of a release or threatened release to minimize any potential <br /> harm or damage to persons, property, or the environment. (C) Evacuation plans and procedures, including immediate <br /> notice, for the business site. This training shall be documented electronically or by hard copy and shall be made <br /> available for a minimum of three years. <br /> CORRECTIVE ACTION: Immediately provide employee training for appropriate personnel and submit a copy of the <br /> training records to the EHD. <br /> This is a Repeat (Class 2)Violation. <br /> Overall Inspection Comments <br /> Conducted a Hazardous Materials Business Plan (HMBP) inspection. There were 3 violations found during the <br /> inspection. Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting paperwork, <br /> by 8/14/2025. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead of <br /> having them sign.
