Below,please find background information on the <br /> overall project and the proposed work at your property. <br /> Background <br /> The City of Lathrop Public Works Department operates and maintains the wastewater collection <br /> system and the wastewater treatment plant known as the Consolidated Treatment Facility (CTF) <br /> and its associated recycled water system and groundwater monitoring network.The CTF produces <br /> tertiary recycled water which was historically distributed to storage ponds and used for agricultural <br /> irrigation on designated land application areas under a Waste; Discharge Requirements (WDRs) <br /> Order issued by the Central Valley Regional Water Quality Control Board (RWQCB). Now that <br /> the City has been issued a National Pollutant Discharge Elimination System (NPDES) permit for <br /> the discharge of treated wastewater, the City is planning to cease all discharges of wastewater to <br /> land for disposal purposes. Therefore, the City is in the process of abandoning all of the ponds, <br /> sprayficlds and monitoring well network according to a closure plan that has been conditionally <br /> approved by the RWQCB for rescission of the WDRs Orden. <br /> Reason for this letter. <br /> The City, and by extension EKI Environment & Water, Inc. and their well drilling contractor, <br /> requires pernission to access your property to perform the proposed work between approximately <br /> December 2023 and January 2424, pending inclement weather, permitting, or other delays. The <br /> City will restore site area in-kind upon work completion. EKI Environment & Water, Inc. will <br /> contact you at least I week in advance of visits to your property: (1) to mark for Underground <br /> Services Alert (USA)at least 72 hours but no more than two weeks prior to destruction activities, <br /> (2) #hr flagged USA utilities,and(3) destruction activities. <br />
