The Lathrop <br /> CTF wastewater discharge to land is regulated under Waste Discharge Requirements <br /> (WDRs) Order No. R5-2016-0028, which was adopted by the Central Valley Region <br /> Water Quality Control Board (Central Valley Water Board) on 21 April 2016 and <br /> amended by WDRs Order No. R5-2018-0023 on 6 April 2018 (R5-2016-0028-01). The <br /> City of Lathrop was also issued a Notice of Applicability (NOA) for coverage under the <br /> Water Reclamation Requirements for Recycled Water Use General Order by the <br /> Executive Officer on 9 June 2020 for the City's recycled water production and <br /> distribution system. In addition to regulation under WDRs Order No. R5-2016-0028-01, <br /> discharges of treated wastewater to the San Joaquin River are regulated under NPDES <br /> Order No. R5-2022-0004 (CA0085359), which was adopted on 17 February 2022. <br /> Now that the City has been issued an NPDES permit for the discharge of treated <br /> wastewater and a water recycling program has been established, the City is requesting <br /> to rescind WDRs Order No. R5-2016-0028-01 because the City is planning to cease all <br /> discharges of wastewater to land for disposal purposes. On 22 December 2022, <br /> Robertson-Bryan, Inc., on behalf of the City of Lathrop, submitted a WDR Rescission <br /> Technical Memorandum that describes how the monitoring wells, land application areas <br /> (LAAs), and ponds will be abandoned and closed as part of the closure process for <br /> rescinding WDRs Order No. R5-2016-0028-01. <br /> The City is requesting to have all treatment and discharges from the CTF regulated <br /> under an NPDES permit for discharges to the San Joaquin River by revising the existing <br /> NPDES permit, and having their Recycled Water Program regulated under the Water <br /> Reclamation Requirements for Recycled Water Use General Order (GO) by revising the <br /> existing NOA.
