Zarc Recycling
Stockton, CA

Environmental, Health, and Safety Inspection Report
November 12, 2020

Summary
The purpose of the inspection was to provide Zarc Management with observations
to guide improvements to the EHS program and confirm adequate adherence to the
Zarc EHS Standard Operating Procedures (SOPs). The inspection covered
Warehouse operations and storage and an EHS SOPs review. Robin K. Spencer,
CHMM, ToR-QISP conducted the inspection on November 12. 2020.

Observations
Warehouse
Zarc does a good job inspecting fire extinguishers, first aid kits, and eyewash
stations. While the tags on the units are proof of monthly inspections, it is
recommended to summarize the inspection on paper to place in the EHS files. Since
the inspection is done via site map, I suggest logging the inspection results onto a
monthly copy of the site map. A check mark at each location for each unit would
suffice with a note for service if necessary.

Warehouse map – expand to include the entire yard, or post also the site map with
entire yard. On this full map, indicate the Emergency Assembly Area, the route to the
Assembly Area, and a legend.

The propane storage area at the northwest roll-up door has an NFPA diamond with
the propane hazard listed. I recommend a duplicate sign be placed just outside at
this roll-up door. Check with the Stockton Fire Dept. if a summary or a blank NFPA
diamond is required at the front gate.

In addition, there should be a Prop 65 general notice posted at the front gate.
A fact sheet is provided at this link: https://www.p65warnings.ca.gov/fact-
sheets/petroleum-products-environmental-exposure-industrial-operations-and-
facilities

Storage Area
Keep 30” free of materials in front of all electrical panels.

Lastly, update the emergency COVID 19 procedures to include COVID 19 protections
and responses. An example questionnaire to use for visitors is attached.
