RCRA Hazardous Waste Generator Program Inspection Report <br />Date: <br />May 13, 2026 <br />Facility Address: <br />121 N GUILD AVE, LodiCepheid Lodi Building 2 <br />Facility Name: <br />Environmental Health Department <br />94 -3145-Release/Leaks/Spills - General Local Ordinance o OUT o R o COS <br />95 22 CCR Multiple <br />Chapters, Multiple <br />Sections; HSC 6.5 <br />Multiple Sections <br />3150-Abandonment/Illegal Disposal/Unauthorized Treatment - General o OUT o R o COS <br />96 -3155-Abandonment/Illegal Disposal/Unauthorized Treatment - General Local <br />Ordinance <br />o OUT o R o COS <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />Item #Remarks <br />4 22 CCR 12 66262.17(a)(6), 66262.262 3110012-Contingency Plan, all revisions, and QRG maintained at the facility and <br />submitted as required <br />OBSERVATION: The facility, a large quantity generator, has not prepared a quick reference guide (QRG) of the <br />continency plan. <br />REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.262 <br />The quick reference guide shall include the following elements: <br />(1) The types/names of hazardous wastes in layman's terms and the associated hazard associated with each hazardous <br />waste present at any one time (e.g., toxic paint wastes, spent ignitable solvent, corrosive acid); <br />(2) The estimated maximum amount of each hazardous waste that may be present at any one time; <br />(3) The identification of any hazardous wastes where exposure would require unique or special treatment by medical or <br />hospital staff; <br />(4) A map of the facility showing where hazardous wastes are generated, accumulated and treated and routes for <br />accessing these wastes; <br />(5) A street map of the facility in relation to surrounding businesses, schools, and residential areas to understand how <br />best to get to the facility and also evacuate citizens and workers; <br />(6) The locations of water supply (e.g., fire hydrant and its flow rate); <br />(7) The identification of onsite notification systems (e.g., a fire alarm that rings offsite, smoke alarms); and <br />(8) The name of the emergency coordinator(s) and 7/24-hour emergency telephone number(s) or, in the case of a facility <br />where an emergency coordinator is continuously on duty, the emergency telephone number for the emergency <br />coordinator. <br />CORRECTIVE ACTION: Create a quick reference guide of the facility's contingency plan. Provide a copy of the QRG and <br />a corrective action statement to the San Joaquin County Environmental Health Department (EHD) within 30 days. <br />This is a (Minor) Violation. <br />42 22 CCR 11 66261.7 3130024-Empty containers > 5 gallons properly managed <br />OBSERVATION: During the inspection, multiple containers labeled with the word "Empty" were observed without labels <br />for the date they were emptied. <br />REGULATION GUIDANCE: Empty containers which previously held a hazardous material, including hazardous waste <br />must be managed per Title 22 California Code of Regulations (CCR) section 66261.7. Refer to this section and California <br />Department of Toxic Substances Control guidance for more information. <br />CORRECTIVE ACTION: During the inspection, facility staff were able to verify the dates the containers were emptied, <br />that they had been on site for less than one year and then added date labels to all containers. <br />This was corrected on site. <br />This is a (Minor) Violation. <br />1868 E.
