Landfill,Five-Year Permit Review(SWFP 39-AA-0015) <br /> Per your January 15, 2026, request, Forward, Inc. (Forward) is submitting the attached Cal- <br /> Recycle Solid Waste Facility Permit Application Form E-1-77 and the EHD Application Form to <br /> request the five-year review of Forward's Solid Waste Facility Permit(SWFP) 39-AA-0015. <br /> The most recent Joint Technical Document for the Forward Landfill is dated May 20, 2021, and <br /> Cal Recycle's concurrence for the associated SWFP` 39-AA-0015 is dated July 16, 2021. Since <br /> this time, there have been no significant changes in the design and operation of the Forward <br /> Landfill. However, some updates have occurred as listed below: <br /> 1) Three new WMUs (WMUs FU-23, FU-24, FU-24 Ph 2) have been constructed to the east of <br /> WMU FU-19 (see attached Sheet 2 Drawing) <br /> 2) An Updated Corrective Action Cost Estimate was prepared(attached) <br /> 3) An Addendum to the Supplemental EIR for the Forward Landfill Expansion was prepared to <br /> include a bridge crossing the North Branch of the South Fork of LittleJohn's Creek. The <br /> Addendum was approved by the San Joaquin County Planning Commission on November 16, <br /> 2023 and Use Permit PA-1800090 was issued. <br /> In addition,Ameresco, Inc, applied for and was granted Use Permits for a RNG Facility located <br /> on the Forward Landfill and those improvements are currently under construction. <br /> An aerated static pile (ASP) is also currently being constructed in the compost area, located in <br /> the southeast corner of the Forward Landfill facility. The ASP is permitted under CalRecycle <br /> SWFP 39-AA-0020, the SWRCB General Oder 2020-0012-DWQ-R52013 and General Waste <br /> Discharge Requirements for Commercial Composting Operations (General Order) 202-0012- <br /> DWQ, and the San Joaquin Valley Air Pollution Control District permits. <br /> This letter provides the following certification: <br /> I certify under penalty of law, that I have personally examined and am familiar with the <br /> information submitted in this document and all attachments, and that based on my inquiry of those <br /> individuals immediately responsible for obtaining this information, I believe that the information <br /> is true, accurate, and complete.
