Osvaldo Cordero <br /> Forward, Inc. <br /> March 3, 2025 <br /> 3.3 Groundwater <br /> In the event that groundwater is impacted by landfill constituents, a number of remedial responses could be <br /> implemented, depending on the nature, location, and concentration of the waste constituents detected in <br /> groundwater. These remediation systems could include ex-situ "pump and treat" methods (such as currently in <br /> place) or in-situ treatment of impacted groundwater. If it is determined that impacts are related to LFG migration, <br /> additional GCCS wells may also be installed. <br /> Should a new release or increasing VOC concentrations be identified, as currently indicated at the Eastern POC, <br /> it may necessitate expanding or modifying the existing CAP/monitoring well network. Such an <br /> expansion/modification could include construction of new groundwater extraction wells and LFG extraction wells <br /> for containment of a release, and installation of new groundwater monitoring wells as part of an evaluation <br /> monitoring program or DMP. <br /> To treat groundwater north of the Forward Landfill, it is anticipated that an Interim Remedial Action (IRA) and a <br /> Remedial Action (RA) are necessary to comply with the corrective action requirements of the CAO.Anticipated <br /> actions at the Forward Landfill Eastern POC, GCCS, and as part of the IRA and RA, are listed below. <br /> The existing POC GWTS may include the following system modifications associated with the Eastern POC: <br /> 1) Design of the GWTS modifications (i.e., adding two new extraction wells at the Eastern POC). <br /> 2) Permitting and procurement of the GWTS modifications. <br /> 3) Construction of the GWTS modifications, including: <br /> i) Two new groundwater extraction wells with pumps and supplied power; <br /> ii) Two-inch HDPE conveyance piping from the extraction wells to the GWTS; <br /> iii) Electrical and instrumentation wiring and conduit from the GWTS to the extraction wells; <br /> iv) Upsized equipment and treatment vessels, depending on flow rate and mass loading; and <br /> v) Increased power drop may be needed to provide adequate power to the system/wells. <br /> The existing GCCS may include the following system modifications: <br /> 1) Design of the GCCS modifications (i.e., adding new gas extraction wells). <br /> 2) Permitting and procurement of the GCCS modifications. <br /> 3) Construction of the GWTS modifications, including: <br /> i) Tuning of individual wells; <br /> ii) Inspecting well casings, headers, and laterals for blockages; <br /> iii) Replacing wellheads; <br /> iv) Abandoning and possibly replacing gas extraction wells; and <br /> v) Construction of conveyance piping from the extraction wells to the GCCS. <br /> Offsite IRA GWTS may consist of: <br /> 1) Design of the GWTS; <br /> 2) Permitting and procurement of the GWTS; <br /> 3) Construction of the GWTS, including: <br /> www.arcadis.com 6/8 <br /> FL Rev Financial Assurance 20250303 <br />
