(Forward), Arcadis U.S., Inc. (Arcadis) has prepared this Quarterly Corrective Action <br /> Program Update (Program Update)for the Forward Landfill (Site). This Program Update covers the second <br /> quarter of 2026 (April 1 to June 30, 2026). This Program Update summarizes the information required in Task 9.a <br /> of Cleanup and Abatement Order R5-2017-0703 (CAO), issued by the Central Valley Regional Water Quality <br /> Control Board (Water Board) on April 10, 2017, as well as the Waste Discharge Requirements (WDRs) set forth in <br /> Water Board Order No. R5-2024-0002 (Order). Order No. R5-2024-0002 was finalized on February 16, 2024, and <br /> superseded Order No. R5-2014-0006. <br /> The information provided in this Program Update has been compiled from data collected from multiple sources <br /> (Forward personnel and their consultants), who are responsible for the operation and maintenance of the Site's <br /> groundwater extraction and treatment system (GWTS) and the facility's landfill gas collection and control system <br /> (GCCS). <br /> Violations of the CAO <br /> CAO Task 9.a indicates that quarterly program updates shall include a description of any violations of the CAO <br /> during each reporting period. During this reporting period, no violations of the CAO were issued. <br /> The following violations were issued to Forward by the Water Board on August 15, 2023: <br /> • Item 3(d): failure to implement interim corrective actions by the date specified in the CAO (November 1, <br /> 2017), <br /> • Item 5 (c)(iii): failure to submit a compliant Feasibility Study on the date specified in the CAO (December <br /> 1, 2019), and <br /> • Item 5(c)(iii): failure to restore beneficial uses of aquifer in the timeframe required by the CAO (July 1, <br /> 2023). <br /> Forward is in the process of addressing these violations by implementing interim corrective actions to capture and <br /> remediate the plume mass beneath the property north of the Site. <br /> www.arcadis.com 1/4 <br /> Forward Landfill 2Q26 CAP Update_07.15.2026 <br />
