Brendan Kenny
Central Valley Regional Water Quality Control Board
July 15, 2026
In addition, the landfill GCCS undergoes periodic maintenance and tuning to produce the highest percentage of
landfill gas and to minimize the collection of oxygen. The general operation of the landfill GCCS during the
reporting period is documented by Geosyntec (Attachment 2). During the reporting period, the average flow rates
to flares FL-100 and FL-150 were 1,299 and 1,520 standard cubic feet per minute (scfm), respectively.
Except for standard flare malfunctions or shutdowns, the landfill GCCS operated continuously (24 hours per day)
without any significant downtime. A summary of operation time for FL-100 and FL-150 is provided below:
• Flare FL-100 had a total run time of 681.4 hours and a total downtime of 38.6 hours in April 2026, a total run
time of 744.0 hours and no downtime in May 2026, and a total run time of 717.6 hours and a total downtime of
2.4 hours in June 2026. Flare FL-100 recorded a maximum adjusted flow rate of 3,785 scfm.
• Flare FL-150 had a total runtime of 682 hours and a total downtime of 38 hours in April 2026, a total runtime
of 726.9 hours and downtime of 17.1 hours in May 2026, and a total run of 717.6 hours and a total downtime
of 2.4 hour in June 2026. Flare FL-150 recorded a maximum adjusted flow rate of 2,868 scfm.
Geosyntec's Second Quarter 2026 Corrective Action Program Update concluded that the data collected by SCS
during the reporting period met the CAO requirements for the operation and maintenance of the landfill GCCS.
Closing
Arcadis will continue to monitor the Site's GWTS, the residential GWTSs, and the facility's landfill GCCS. Program
updates will be submitted to the Water Board by the required due dates.
If you have any questions or need additional information, please contact Dalia Rumani at 626-991-7597.
Sincerely,
Arcadis U.S., Inc.
PQrES91
C 82542
Civlt ,!
Dalia Rumani William Semel, PE OFCAL
Project Manager Principal Engineer
California Professional Engineer#C-82542
CC.
