Department of Toxic Substances Control <br /> Meredith Williams, Ph.D., Director <br /> Yana Garcia 8800 Cal Center Drive Gavin Newsortt <br /> Secretary for Governor <br /> Environmental Protection Sacramento, California 95826-3200 <br /> RESPONSIVENESS SUMMARY <br /> FOR THE REMEDIAL ACTION PLAN, SITE 47, <br /> ROUGH AND READY ISLAND, PORT OF STOCKTON, <br /> STOCKTON, CALIFORNIA <br /> October 18, 2023 <br /> The purpose of this document is to present a written response by the Department of <br /> Toxic Substances Control (DTSC) during the 30-day comment period held for the Draft <br /> Remedial Action Plan (RAP). DTSC provided a comment period to solicit public <br /> comments on the August 2023 draft RAP for the Rough and Ready Island (RRI). The <br /> RRI is located at 2201 W. Washington Street, Stockton, California, 95203. <br /> Concurrent with the release of the RAP for public review and comment, DTSC <br /> placed the public notice in the Stockton Records-on August 8, 2023, to announce <br /> the public comment period. The RAP was available for public review at DTSC' <br /> EnviroStor website, the Cesar Chavez Central Library in Stockton, Port of Stockton <br /> at 2201 W. Washington Street, Stockton, and DTSC Sacramento Office at <br /> 8800 Cal Center Drive in Sacramento. The RAP, Fact Sheet, Public Notice, Remedial <br /> Investigation/Feasibility Study, and the California Environmental Quality Act (CEQA) <br /> documents were also posted on the Internet at: https://www.envirostor.dtsc.ca.gov/public. <br /> The 30-day comment period started August 10, 2023, and ended September 12, 2023. <br /> A public virtual meeting was held on August 30, 2023 from 6:00 p.m. — 8:00 p.m. to <br /> address the public's concerns. During the public comment period no public comments <br /> were received. <br /> The military used the RRI after World War I, and the navy transferred the RRI to the <br /> Port in 2000 — 2011. The Port received Site 47 in 2003. Site 47 is in an industrial area <br /> within the southern portion of RRI. Site 47 contains a former model airplane landing <br /> strip and skeet / trap shooting range. Most of Site 47 is unpaved. Investigation <br /> conducted between 1995 — 2020 found metals (primarily arsenic), polycyclic aromatic <br /> hydrocarbons and organochlorine pesticides in the soil and sediment. <br /> The RAP was prepared to select a remedy for soil and sediment within Site 47 and <br /> adjacent areas on RRI. The remedy would be implemented to support redevelopment <br /> of Site 47 for commercial/industrial use. The RAP proposed five remedial alternatives: <br /> 1) No Action, 2) Existing Durable Cover, Fence, and Institutional Controls (IC), <br /> e Printed on Recycled Paper <br />
