August 2023 <br /> DTSC PUBLIC NOTICE <br /> Department of Toxic Substances Control-Our Mission is to protect California's people, communities, and environment from toxic <br /> substances,to enhance economic vitality by restoring contaminated land, and to compel manufacturers to make safer consumer products. <br /> Draft Remedial Action Plan for Port Of Stockton Site 47 Soil <br /> Remediation <br /> Stockton, California <br /> PUBLIC COMMENT PERIOD: August 10, 2023 -September 12, 2023 <br /> WHAT IS BEING PROPOSED? The California State Department of Toxic Substances Control <br /> (DTSC) is sending out this Community Update to let the community know about the draft Remedial <br /> Action Plan (RAP) or cleanup plan for the Port of Stockton. The Port of Stockton is located at 2201 <br /> W. Washington Street, Stockton, California, 95203 and proposing to excavate contaminated soil from <br /> the Site 47 on the southern portion of Rough and Ready Island. The soil would be consolidated under <br /> an existing durable cover or clean soil and/or a planned building to prevent direct exposure. The <br /> covered areas would be inspected and maintained regularly. The draft RAP does not include a <br /> remedy for groundwater, which remains under investigation. <br /> Environmental investigations of Area 47 were conducted from 1995 through 2020. Contaminants <br /> detected include metals (primarily arsenic), polynuclear aromatic hydrocarbons (PAHs), and <br /> organochlorine pesticides. The contaminants in soil and sediment were determined to pose a risk to <br /> humans and wildlife and require remediation. <br /> The Department of Toxic Substances Control (DTSC) will oversee the cleanup activities proposed in <br /> the draft RAP. We invite you to review and comment on the draft RAP, which describes the <br /> investigations carried out at the Site and evaluate the remedies. <br /> HOW DO I PARTICIPATE? DTSC will accept public comments on the draft RAP for the Port of <br /> Stockton Site 47 beginning August 10, 2023 — September 12, 2023. Please send all written <br /> comments to Shahid Mahmood, Project Manager at 8800 Cal Center Drive, Sacramento, California <br /> 95826 or via email to Shahid.Mahmood(a-).dtsc.ca.gov. All comments must be received by <br /> September 12, 2023. <br /> A virtual public meeting and hearing will be held via Zoom on Wednesday, August 30, 2023, <br /> starting at 6 pm. The meeting will include a presentation and questions-and answer session, <br /> followed by the public hearing. Public comments will be taken at the hearing and DTSC will respond <br /> to these comments in writing. To register, go to https://tinyurl.com/umhtv8nf. <br /> CALIFORNIA ENVIRONMENTAL QUALITY ACT: The Port of Stockton is the Lead Agency for the <br /> proposed development project. The Port of Stockton held a public comment period in January 2022 <br /> through February 2022 and a virtual public meeting on February 1, 2022, on the Development <br /> Warehousing and Distribution Facility Project Environmental Impact Report (EIR) (More information <br /> can be found at https://www.portofstockton.com/cega-documents/). DTSC will depend on the EIR to <br /> comply with CEQA if the alternative chosen after the draft RAP was reviewed by the public is not <br /> materially different from that suggested in the draft RAP. The EIR will be located on EnviroStor <br /> database for review. As the Lead Agency for the corrective action and a Responsible Agency under <br /> CEQA, DTSC will file a Notice of Determination with the State Clearinghouse if the RAP is authorized. <br />
