(Geosyntec) has prepared this cover letter <br /> and well destruction permit application to detail the proposed destruction of one monitoring well,W-282, <br /> at Rough and Ready Island (APN 16-203-007). In accordance with the Final Remedial Action Plan for <br /> Soil, Site 47 (Site 47 RAP), prepared by Geosyntec and dated October 2023, monitoring well W-282 is <br /> planned to be destroyed ahead of Site re-development for commercial/industrial use. <br /> The well destruction will be conducted by Confluence Technical Services, a C-57 licensed drilling <br /> contractor, working under the supervision of a California licensed professional geologist. The well will <br /> be destroyed by overdrilling with a hollow stem auger (HSA) drill rig. The HSAs will be <br /> advanced to the total well depth using an auger diameter greater than the original well borehole <br /> and the well materials removed from the subsurface. Once the well materials have been removed, <br /> the borehole will be tremie grouted with Portland cement grout from the bottom of the borehole <br /> to 5 feet bgs. In accordance with the California Well Standards, the top 5 feet bgs will be <br /> backfilled with native soil. <br /> The soil cuttings and well casing removed from the ground as part of the well destruction <br /> activities will be stored in drums or bins and will be handled as investigation derived waste <br /> (IDW). The IDW will be sampled and profiled, and the material will be transported off-site for <br /> disposal at an appropriate disposal facility. <br /> Please find the enclosed well permit application package. Included in this application package are the <br /> following: <br /> • Attachment 1 — Well and Boring Permit Application for Rough and Ready Island including <br /> application form, well construction table, map, Confluence Environmental C-57 license <br /> contractor declaration,and on-line permit application payment. <br /> • Attachment 2—Final Remedial Action Plan for Soil, Site 47; <br /> • Attachment 3—DTSC Conditional Approval of the Site 47 RAP; and <br /> • Attachment 4—CVRWQCB Approval of the Site 47 RAP. <br /> engineers I scientists I innovators <br />
