SIMPLOT COMPANY(T0607700166), <br /> 16777 SOUTH HOWLAND ROAD, LATHROP, SAN JOAQUIN COUNTY <br /> Central Valley Water Board staff (Water Board staff) reviewed the Site Investigation and <br /> Well Installation Work Plan (Work Plan) dated 30 September 2024. Arcadis U.S. Inc. <br /> (Arcadis) submitted the Work Plan on your behalf for the leaking underground storage <br /> tank (UST) case located at 16777 South Howland Road in Lathrop (Site). Arcadis <br /> submitted the Work Plan in response to the 11 June 2024 Water Board staff letter. In <br /> the Work Plan, Arcadis proposes to install two new groundwater monitoring wells and <br /> advance three soil borings. Water Board staff concurs with the activities proposed in the <br /> Work Plan. <br /> In the Work Plan, Arcadis proposes installing replacement monitoring well MW-1 R near <br /> the former MW-1 well location and installing MW-4 near the center of the former USTs. <br /> Arcadis proposes to install each monitoring well to a total depth approximately five feet <br /> below first encountered groundwater (groundwater is observed onsite around 20 feet <br /> below ground surface [bgs]). Arcadis also proposes to advance borings BH-1 B, BH-2B, <br /> and BH-3B co-located with their respectively named historical borings (BH-1, BH-2, BH- <br /> 3). Arcadis proposes to advance the soil borings to approximately 35 feet bgs. Arcadis <br /> states that the analytical results collected from co-located monitoring wells and borings <br /> will confirm the current concentration of petroleum hydrocarbons in soil and <br /> groundwater which were last evaluated in 1989. Arcadis proposes to collect <br /> groundwater samples quarterly for two years and to submit an annual report of quarterly <br /> data before 15 February each year. <br /> Water Board staff requests semi-annual groundwater reporting. The purpose of the <br /> activities proposed in the Work Plan is to reestablish a baseline understanding of <br /> petroleum hydrocarbon distribution in soil and groundwater.
