California St., Stockton, CA
Geotracker Global ID T0607700523
Dear Ms. Fischer:
We are writing on behalf of Stallworth Auto Sales (RP) to present you with a workplan for
additional site investigation. In a letter dated September 19, 2023 Regional Water Quality
Control Board (RWQCB) staff suggested that the Responsible Party participate in the
Expedited Claims Account Program (ECAP) and specified certain investigative activities that
should occur to resolve data gaps hindering case closure. Those activities are:
• Install a downgradient, intermediate zone, monitoring well to complete the definition
of the plume of groundwater contamination.
• Conduct shallow soil sampling in the vicinity of the former fuel USTs to evaluate the
potential human health risk due to direct soil contact.
• Collection of soil gas samples between monitoring wells MW-IA/MW-IB and the site
building to evaluate the potential risk to indoor air.
The RP entered the ECAP and a remote Joint Execution Team (JET) meeting was held with
representatives of the RWQCB, and the SWRCB on November 27, 2023. It was agreed that a
workplan addressing the above issues would be submitted in December 2023.
Copies of the RWQCB letter and the JET meeting notes are included in Attachment A.
ADDITIONAL SITE INVESTIGATION WORKPLAN
The proposed workscope consists of groundwater monitoring well installation, shallow soil
sampling and soil gas sampling.
Stallworth Workplan Text
