® Ca AVIN I`IEWSOM <br /> C'CJVFHN(]H <br /> Water Boards ENV E GAR CIA <br /> ENVIRONMENTAL PROTECTION <br /> Central Valley Regional Water Quality Control Board <br /> 19 September 2023 <br /> Mr. Gary Stallworth <br /> 602 North California Street <br /> Stockton, CA 95202 <br /> DENIAL OF TERMINATION OF ORDER R5-2015-0012-040 AND REQUEST FOR <br /> ADDITIONAL WORK, STALLWORTH AUTO DETAIL (T0607700523), <br /> 602 NORTH CALIFORNIA STREET, STOCKTON, SAN JOAQUIN COUNTY <br /> Dear Mr. Stallworth, <br /> On 17 May 2018, the Executive Officer of the Central Valley Regional Water Quality <br /> Control Board issued to you, Mr. Stallworth, a Notice of Applicability (NOA) under Order <br /> No. R5-2015-0012, Waste Discharge Requirements General Order for In-Situ <br /> Groundwater Remediation and Discharge of Treated Groundwater to Land. In the NOA, <br /> the Monitoring and Reporting Program (MRP) was assigned site specific Order No. <br /> R5-2015-0012-040. <br /> In the Groundwater Monitoring and Remedial Action Report— First Quarter 2023, <br /> AdvancedGeo Inc., (AGI) recommended termination of the NOA. Central Valley Water <br /> Board staff reviewed Site data, and termination is not appropriate at this time. <br /> After remediation injections, AGI performed three monitoring events, December 2018, <br /> January to February 2019, and March 2023. AGI concluded that the first quarter 2023 <br /> sampling event indicates that groundwater quality has returned to pre-injection quality <br /> with the exception of minor exceedances for electrical conductivity (EC) and total <br /> dissolved solids (TDS). EC was above the action level in one compliance well, and <br /> TDS was detected above the action level in two compliance wells. TDS and/or EC were <br /> also detected above action levels in background, treatment and transition zone wells. In <br /> addition, barium was detected above the action level in one compliance well. The <br /> barium exceedance was not mentioned in the request for termination. AGI did not <br /> include a technical justification for termination discussing Site data and why termination <br /> is appropriate. <br /> Based on the action level exceedances in compliance zone wells and the limited <br /> monitoring after remediation, additional monitoring is necessary to evaluate detriment to <br /> water quality and to decide whether to implement the contingency plan.
