Joint Execution Team Meeting Notes
Stallworth Auto Detail., 602 West California Street, Stockton
CVRWQCB, Case # 390675 CUF Claim #12235
Teams Meeting November 27, 2023, at 10:00 am
1. Fund Status: CUF Amount Paid to Date: $842,360. Claimant recently hired a new
consultant.
2. Discuss Low-Threat UST Case Closure Criteria Review.
a. Groundwater Criteria — Not met. The length of the dissolved plume is greater
than 100 feet in length and the dissolved concentration of benzene is greater
than 3,000 micrograms per liter (pg/L). An additional downgradient B-zone
monitoring well will be installed to determine current plume length and plume
stability. MW-10 will be sampled during all future monitoring events.
Consultant will get the access agreement from previous consultant and will
contact the apartment complex owner to gain access to MW-10. MRP
monitoring requirements will remain in effect due to increases in barium, TDS,
and electrical conductivity in several wells including the upgradient
background well. Consultant indicated that he believes that this is natural
variability and will review the data and present a case to end the NOA
monitoring.
b. Vapor Intrusion to Indoor Air Criteria: Not met. Soil gas data are needed next
to the building north of the former western UST that leaked most of the fuel
that was released. A workplan for soil gas sampling will be submitted in
December.
c. Direct Contact and Outdoor Air Exposure Criteria — Not Met. Insufficient
shallow soil data has been collected in the vicinity of the former UST to evaluate
the criteria. A workplan for soil sampling will be submitted in December.
d. General Criteria — Not Met. Unknown if secondary source has been removed.
Will evaluate this criterion after the results of the next site investigation are
available.
3. Wrap up
a. Additional Items:
b. Action Items:
i. Consultant will get a phone number for the offsite apartment complex
and gain access to sample MW-10.
ii. Consultant will submit a workplan for monitoring well installation and
onsite soil and soil gas sampling by the end of December.
iii. Consultant will conduct a groundwater monitoring event including
MRP sampling and hopefully MW-10 in early January.
iv.
