The November 12, 2024 Draft Phase I Environmental Site Assessment <br /> (ESA) prepared by AEI identified former industrial use at the Site as a recognized environmental condition (REC). The <br /> purpose of this investigation is to evaluate whether the subsurface at the Site (i.e., soil or soil gas) has been significantly <br /> impacted by the REC identified in the Draft Phase I ESA. AEI's proposed fee, scope of work, assumptions, and schedule <br /> are provided below. <br /> AEI anticipates performing the following tasks as part of its investigation. <br /> • Prepare a work plan for submittal to San Joaquin County Environmental Health Department (SJCEHD). <br /> • Obtain a drilling permit for the proposed exploratory borings from the SJCEHD. <br /> • Prepare a Site-specific health and safety plan (HASP) for the project. <br /> • Notify the Client and site contact person with the nature and schedule of the work. <br /> • Mark the Site and drilling locations using white paint and notify DigAlert (811) who will contact subscribing utility <br /> companies to mark the locations of their underground utilities, on the Site, along Site boundaries, and near proposed <br /> investigation locations, as appropriate. Where utilities obstruct investigation locations, the locations will be changed <br /> accordingly, if possible. <br /> • Arrange for a private utility locating service to check planned drilling locations for possible utilities. Where potential <br /> obstructions are detected, the proposed drilling locations will be adjusted accordingly. <br /> • AEI will contract a licensed driller to advance four (4) soil borings at the Site with a track- or truck-mounted direct- <br /> push drilling rig depending upon access limitations. The locations of the proposed borings are shown in the attached <br /> figure but may be modified based on actual Site conditions. The extrerior boring and the 2 borings next to the former <br /> inground lifts will be advanced to the planned depth of 10 feet below ground surface (bgs), or to the depth of refusal, <br /> whichever is encountered first, for the collection of soil samples. The interior boring will be located next to the <br /> spray paint booth and will be advanced to the planned depth of 5 feet bgs, or to the depth of refusal, whichever is <br /> encountered first, for the collection of soil samples. <br /> • Each boring will be logged by AEI staff, soil core will be logged and described in general accordance with the Unified <br /> Soil Classification System; soils will be screened with a photoionization detector as well as sensory perception. Soil <br /> samples will be collected for laboratory analyses from the intervals that represent the highest likelihood for <br /> contamination based on the field screening results. If no contamination is evident, the soil samples will be collected <br /> at 1, 2.5, 5, and 10 feet bgs and one sample per boring will be selected for the analysis listed below. The remaining <br /> soil samples will be held at the laboratory. <br /> • Additionally, should field observations indicate contaminants in soils, AEI will collect additional soil samples to be <br /> placed on hold. Should the samples warrant analysis, AEI will contact the Client to discuss and prepare a change <br /> order for the sample analysis. <br /> • The soil borings will be completed as temporary soil gas probes between 4-to-5 feet bgs or refusal to collect soil gas <br /> samples. Sampling of soil gas will be conducted by vacuum testing and purging the probes and by using a tracer <br /> compound. The soil gas samples will be collected using laboratory supplied, 1-liter Summa°canisters each equipped <br /> with a calibrated flow controller. <br /> • Samples collected for potential laboratory analysis will be sealed, labeled, and entered onto chain-of-custody <br /> documentation for transportation for analysis to a state-certified laboratory. <br /> • The following types and number of soil analyses are included: <br /> Total Petroleum Hydrocarbons (TPH as gasoline (TPH-g), diesel (TPH-d), and oil (TPH-o) <br /> using EPA Testing Method 8015B..........................................................................4 samples. <br /> Client Initials: Date: <br />
