PARTNER <br /> April 26, 2022 <br /> San Joaquin County Environmental Health <br /> 1868 East Hazelton Avenue <br /> Stockton, California 95205 <br /> Subject: Phase II Subsurface Investigation Workplan <br /> Dollar General <br /> 2150 West Alpine Avenue <br /> Stockton, California 95204 <br /> Dear Ms. Baca: <br /> Partner Engineering and Science, Inc. (Partner) is pleased to submit this workplan for the above-referenced <br /> property. <br /> Project History <br /> Partner completed a Draft Phase I Environmental Site Assessment Report (Phase 1) for the subject property, <br /> dated April 14, 2022, on behalf of Exchange Right Real Estate, LLC. Based on the information reviewed and <br /> the site reconnaissance, the subject property consists of three parcels of land comprising approximately <br /> 1.61 acres located on the southwest corner of the West Alpine Avenue and Franklin Avenue intersection <br /> within a mixed commercial and residential area of Stockton, San Joaquin County, California. The subject <br /> property is currently developed with a single-story building, which was originally constructed in 1955 and <br /> renovated in 2012.The subject property is currently occupied by Dollar General for commercial use.On-site <br /> operations consist of the sale of household consumer goods. In addition to the current structure,the subject <br /> property is also improved with a large asphalt-paved parking lot. <br /> According to available historical sources, the subject property was undeveloped or possibly developed for <br /> agricultural use until 1954.An apparent residence and several outbuildings were evident by as early as 1949; <br /> these structures appear to have been demolished sometime between 1949 and 1955, when the existing <br /> building was constructed as a multi-tenant store. The building appears to have remained in this use until <br /> 2012 when the building was renovated into the current single-tenant store (Dollar General). <br /> The following recognized environmental condition (REC) was identified in the Phase I: <br /> • According to the historical review, the subject property was formerly used by dry cleaning tenant, <br /> Hess Du Bois Cleaners, that occupied the subject property from approximately 1955 to 1965 at 2156 <br /> West Alpine Avenue (a former on-site address). Dry cleaning operations typically use chlorinated <br /> solvents, particularly tetra chIoroethylene (PCE), during the dry cleaning process.These solvents, even <br /> when properly stored and disposed of, can be released from these facilities in small,frequent releases <br /> through floor drains, cracked concrete, and sewer systems. Chlorinated solvents are highly mobile <br /> chemicals that can easily accumulate in the soil and migrate to the groundwater beneath a facility. <br /> Partner was unable to identify records pertaining to the exact nature of the on-site operations during <br /> this time. Based on the potential for dry cleaning facilities to impact the subsurface, the duration of <br /> dry cleaning operations on-site (at least 10 years), the lack of previous subsurface investigations <br /> 00 www.PARTNEResi.com :11419-4923 <br />
