(FREY) to present a scope of
work and procedures to conduct an additional off-Site soil and groundwater investigation for the
Quick-N-Save #1 gas station (Site), located at 1901 South Eldorado Street in Stockton,
California (Figure 1). The purpose of the additional investigation is to further assess the lateral
and vertical extent of dissolved phase petroleum hydrocarbons in groundwater south and
southeast of the Site and to conduct soil and groundwater sampling east of what appears to be a
former underground storage tank (UST) at the corner of Howard and South El Dorado Streets to
further evaluate if this is the source of deep zone groundwater contamination. The scope of work
presented in this workplan is based on a State Water Resources Control Board (SWRCB) Joint
Execution Team (JET) teleconference meeting conducted between the SWRCB, Regional Water
Quality Control Board (RWQCB) and FREY on July 29, 2024, and to comply with a directive
issued by the RWQCB in a letter dated September 4, 2024 (Appendix A).
SITE AND SITE VICINITY DESCRIPTION
The Site consists of an approximate 0.32-acre parcel located on the southwest corner of South
Eldorado and Fifth Streets at a general elevation of 12 feet above mean sea level. An
approximate 1,400 square foot retail building occupies the west-central portion of the Site, with a
canopy and two fuel dispenser pumps located directly adjacent to the eastern side of the retail
store. Gasoline USTs are located on the northeastern portion of the Site, adjacent to the
northside of the canopy.
