The WPCF is regulated under Waste <br /> Discharge Requirements (WDRs) Order No. R5-2025-0046 and Monitoring and <br /> Reporting Program (MRP) No. R5-2025-0046, which were adopted by the Central <br /> Valley Water Board on 22 August 2025. WDR Order R5-2025-0046 replaced previous <br /> WDRs Order R5-2013-0126-01 adopted on 4 October 2013. <br /> The February 2025 Monitoring Well Destruction Workplan (Workplan) proposed <br /> destruction of seven groundwater monitoring wells (WSM-2, WSM-10, WSM-11, WSM- <br /> 13, WSM-19, RMW-2 and RMW-3), which were removed from the revised MRP No. R5- <br /> 2013-0126 REV1 issued in December 2024. The Workplan was approved by Central <br /> Valley Water Board staff in May 2025. The October 2025 addendum to the Workplan <br /> proposes to construct a replacement background monitoring well for WSM-17, which <br /> was damaged in June 2024. Although the monitoring well was repaired, there is <br /> concern that the annular seal has been compromised and is affecting water quality <br /> results. In addition, the existing well is completed flush with grade in a farmed field and <br /> is periodically submerged during irrigation of adjacent orchards, making it inaccessible <br /> during quarterly monitoring events. The new replacement monitoring well, WSM-17R, <br /> will have an approximate depth of 60 ft with a similar screen interval as the damaged <br /> well, and be constructed approximately 60 feet west of WSM-17 in the right-of-way of <br /> North Davis Road. Based on our review of the workplan, the proposed well location and <br /> design is acceptable, and you may proceed with installation, development, and <br /> monitoring at your convenience. Sealing and grouting procedures must follow San <br /> Joaquin County Environmental Health Department permitting standards and guidelines. <br /> A Monitoring Well Destruction and Installation Completion Report should be submitted <br /> within 90 days after completing the destruction and construction work.
