Alpine Road, Stockton <br /> APN: 06304023, SU-2601443 <br /> The San Joaquin County Environmental Health Department (EHD) has reviewed the Soil Suitability/Nitrate <br /> Loading Study (SSNL) dated June 30, 2026, for the above noted location and has the following comments for <br /> your consideration. <br /> The SSNL was prepared to determine the suitability of the above noted parcel for onsite wastewater treatment <br /> system (OWTS) usage and the potential long-term nitrate loading impact to groundwater from the existing 4- <br /> bedroom home and proposed 3-bedroom home. <br /> Based on the information provided the EHD can make the following findings: <br /> 1. The onsite well water has a nitrate-nitrogen concentration of 12 mg/L. Nitrate-nitrogen in drinking water at <br /> levels above 10 mg/L poses a health risk for infants less than six months of age. Infants below the age of <br /> six months who drink water containing nitrate more than the MCL may become seriously ill and, if <br /> untreated, may die because high nitrate levels can interfere with the capacity of the infant's blood to carry <br /> oxygen. Symptoms include shortness of breath and blueness of the skin. High nitrate levels may also <br /> affect the oxygen-carrying ability of the blood of pregnant women. <br /> 2. Based on the information provided the EHD finds that the SSNL Study supports the suitability for standard <br /> OWTS usage for the proposed development pursuant to San Joaquin County Development Title, Section <br /> 9-604.010(d) <br /> 3. Percolation test conducted on October 31, 2019, yields a percolation rate of 27.77 min/inch. At this rate <br /> an 8' soil separation is required between bottom of dispersal field and the groundwater. Groundwater is <br /> reported at 100-110 feet below surface grade. (San Joaquin County OWTS Standard Table 1.10.2). <br /> 4. The SSNL reports a nitrate-loading estimate for the existing and proposed OWTS of 10.28 mg/L of NOs- <br /> N (Nitrate as Nitrogen); the maximum contamination level for NO3-N in groundwater is 10.0 mg/L set by <br /> the Central Valley Regional Water Quality Control Board. A 2000-gallon septic tank is required for the <br /> proposed OWTS to increase removal of Total-Nitrogen in the liquid waste (Onsite Nitrogen removal, <br /> Oakley, page 12). <br /> 5. Obtain an installation permit for residential onsite wastewater treatment system (OWTS) from this <br /> department. Inspection is required before back fill of OWTS excavations.
