Rationale for Considering Conditional - 8 - 25 March 2026 <br /> No Further Action <br /> Olin Chlor Alkali Facility <br /> Tracy, San Joaquin County, California <br /> Enclosure 1 which presents emails between Central Valley Water Board and SJCEHD <br /> staff confirming SJCEHD requirements). <br /> Based on the above, there are no current or future receptors of COC-impacted <br /> groundwater. <br /> DLA-Tracy Monitoring Wells: In 2017, Amec Foster Wheeler developed the conceptual <br /> site model (CSM) for the Site. The CSM concluded that groundwater from the Site does <br /> not impact the DLA-Tracy site. In 2018 and 2022, off-Site wells LM151 B and LM177B, <br /> owned by DLA-Tracy, were removed from the MRP, respectively, based on their cross- <br /> gradient locations and historically low concentrations of Site COCs. <br /> Public Review: A 30-day public comment period will precede the Conditional No <br /> Further Action Determination. <br /> Summary: Central Valley Water Board staff concurs with a Conditional No Further <br /> Action Determination for the Site. The issuance of a Final No Further Action <br /> Determination will be contingent on a 30-day public notice and destruction of monitoring <br /> wells. Operations at the Site began in 1975 as a bleach manufacturing and distribution <br /> facility. Subsurface impacts are interpreted to be from releases between 1975 to 1989 <br /> to two former ponds during liquid bleach production, storage and distribution of calcium <br /> hypochlorite, repackaging of chlorine gas and sulfuric acid, and on-Site truck <br /> maintenance. Remedial actions have primarily included MNA and active remediation by <br /> soil excavation. Groundwater monitoring occurred at the Site pursuant to the MRP <br /> between 2000 to 2025. The COCs remaining in groundwater include CCI4 and CIF and <br /> only one off-Site groundwater monitoring well has detections of CCI4 above the MCL. <br /> The SJCEHD requires a 200-foot grout seal for any proposed water well at or in the <br /> vicinity of the Site, which will ensure the protection of potential future receptors. The Site <br /> is currently vacant and surrounded by a chain-link fence. <br /> Attachments: <br /> No Further Action Request Figures (17 Figures) and Table (1 Table) <br /> Enclosure 1- Emails between Central Valley Water Board and SJCEHD staff regarding <br /> grout seal requirements at the Site. <br />
