The Central Valley Water Board concurs with a No Further Action (NFA)
determination for the Site, conditional upon additional closure actions by Olin Chlor.
On 7 November 2025, the Central Valley Water Board provided a 30-day public notice
to PG&E for distribution and notification to adjacent property owners and other
interested stakeholders of their opportunity to provide comments on this request for
closure (Attachment 1). The Central Valley Water Board also placed the notice on their
public webpage. No public comments were received.
The Final NFA Determination will be granted once the following tasks are completed:
1. Olin Chlor submits the necessary documentation for the destruction of the
existing groundwater monitoring wells and any other borings or structures used
for site assessment and remediation, in accordance with all applicable County
and State requirements (i.e., well destruction work plan, completion report, etc.).
Once the above tasks are completed, Central Valley Water Board staff will send written
confirmation of the effective date of Final NFA Determination and termination of revised
Monitoring and Reporting Program (MRP) No. R5-2012-0813-02 issued on
31 May 2022 (Central Valley Water Board, 2022).
Issuance of a No Further Action determination does not preclude future action by the
Central Valley Water Board if subsequent monitoring, testing, or analysis indicates that
the remedial action standards and objectives were not achieved; a new or previously
undiscovered release occurs at the Site; or if new information indicates that further site
investigation and remedial action are required to prevent a significant risk to human
health and safety, the environment, or water quality.
NICHOLAS AVDIS, CHAIR I PATRICK PULUPA, EXECUTIVE OFFICER
11020 Sun Center Drive,#200, Rancho Cordova,95670-6114 1 www.waterboards.ca.gov/centralvalley
