May 15, 2019
Gustavo Guzman
23565 S. Santa Fe Road
Riverbank, CA 95357
Dear Mr. Guzman:
Condor Earth (Condor) and V&W Drilling(V&W) has been retained by Mr.Munir Obaid to destroy four
existing air sparge wells on your property which were associated with a soil and groundwater remediation
system at the former Ranch Market property located at 23569 Santa Fe Road, Riverbank, San Joaquin
County,California. Since remediation activities have been completed at the former Ranch Market Site the
Central Valley Water Quality Control Board (Central Valley Water Board) is requiring destruction of all
associated wells including the four air sparge wells on your property.
The scope of work pertaining to 23565 Santa Fe Road would include destroying four monitoring wells(S-
16, S-18, S-19, and S-20)by pressure grouting each well to depth(approximately 43 feet) and then over-
drilling each well to a depth of 5 feet below ground surface with an 8-inch hollow stem auger. After all
four wells have been destroyed, the borehole will be restored to match surrounding ground surface
conditions. All work would be conducted under the direct supervision of a California Professional
Geologist. V&W is a licensed drilling contractor(C57#720904) and maintains appropriate liability
insurance. V&W will list Gustavo Guzman as additional insured on the policy. Accordingly, please sign
where indicated below authorizing Condor and V&W to access your property to conduct the regulatory
environmental Site closure procedures as described.
If you have any questions, please call John Lane of Condor at 209-931-1061 office/209-743-7443 mobile.
Respectfully,
CONDOR EARTH
John P. Lane, PG#6795
Environmental Services Manager
AUTHORIZATION:
As the owner of the property located at 23565 Santa Fe Road(APN 249-070-110) in Riverbank,
California, I authorize Condor Earth and V&W Drilling to access the property to destroy four AIR
SPARGE wells as part of an environmental Site closure procedure, relating to a previous environmental
Site investigation of the adjacent property to the north, 23569 Santa Fe Road, Riverbank, CA. I
understand that all costs and fees will be the responsibility of Munir Obaid, the owner of the property- in
question.
Gustavo Guzman
Name/Tit e Signature/Date
