estimate of$9,533.25 to provide blasting services on the nine sparge wells in question. The cost does not include the drilling contractor or grout necessary to destroy the wells. As you know,the use of explosives down-well during well destruction are particularly effective in older water wells where there are often multiple screened intervals separated by solid casing with no grout between screened intervals. Since the detonation is designed to perforate the casing but not through the entire thickness of the annular seal, explosives are effective in monitoring wells only in the portions of the well opposite the annular sand pack or where there are known weaknesses in the grout seal.Also, since the explosives are set at 1-foot intervals and are rotated around the casing from one interval to the next,there is much uncertainty as to whether an explosive charge will effectively facilitate grouting in the annular seal, particularly if there is no evidence of a weakness in the seal. As a result of these uncertainties, we have determined that using explosives on these sparge wells is not cost effective. Although we maintain, in the absence of known weaknesses in the annular grout seals, that pressure grouting is a more efficient and effective way to destroy the sparge wells at the former Ranch Market site, we will concede to over-drill sparge wells S-4,S-5, S-6, S-7, 5-8,S-9, 5-10, 5-11, and 5-12 within the former area of vadose zone contamination (since remediated) as shown on the attached site sketch and per Linda Turkatte's email from August 29,2019 (please see below).
