The depth to groundwater, as measured in January 2018, ranged from
31.26 feet below the top of the well casing (btoc) to 32.37 feet btoc. Groundwater levels beneath the
impacted area of the Site have historically ranged from approximately 25 feet btoc to 34 feet bgs between
1998 and 2018. The direction of groundwater flow beneath the Site has varied from eastward to southward.
Appendix A contains historical lithologic crossections prepared by a previous consultant(Figures 3 and 4)
and Appendix B contains a table summarizing historical groundwater data collected from Site monitoring
wells(Table B-1).
4.0 EVIDENCE OF DOWNGRADIENT USTS
Several lines of anecdotal evidence support the contention that the property currently identified as 23659
S. Santa Fe Avenue formerly housed USTs. Documenting information for the evidence described below is
included in Appendix C.
1976 Application for Sanitation Permit 23665 S. Santa Fe Road (Cano Property): A San Joaquin County
Environmental Health Department (EHD) permit issued to "Irene & Jesus Barrera" on 04/23/76 for
expanding the septic system at"23665 Santa Fe Road" includes a sketch that clearly identifies gas pumps
on the east side of the building, along Santa Fe Road. Although the street address referenced in the 1976
permit is different than the current recognized address, the site features in the permit application sketch
clearly identifies that the property is the same. The sketch on the application references a market and take
out restaurant in the front of the property nearest S. Santa Fe Road), with a residence behind the market. A
Stanislaus County phone book listing from 1977 lists the address as `Barrera's Market" (please see
Appendix C. The existing domestic well (referenced in Site documents as DW-3) is clearly shown in the
correct location on the permit application sketch. Based upon a telephone interview conducted with Mr.
David Christensen,a long-time Riverbank resident,I believe the referenced USTs in this permit application
are the second set of USTs formerly associated with this property.
Undated Site Photos: The Central Valley Water Board uploaded undated photos of the property at 23659
S. Santa Fe Road that shows evidence of a former gasoline service station at the Cano property, which is
recognizable from the existing brick structure fronting S. Santa Fe Road. Two photos are shown on one
page, identified as "Photo 11: Property at 23659 Santa Fe Road" and "Photo 12: Possible fueling station
remnants." Photo 11 is further identified as showing "Remnants of possible former auto repair or fueling
station" and Photo 11 depicts "unidentified concrete structure" that appears to be the concrete foundation
of a former dispenser island. The photos are undated but were uploaded to the Geotracker database as"Old
Station Photos"by Mr. James L. Barton of the Central Valley Water Board on August 5,2015.
Well/Pump Permit for 23565 S. Santa Fe Road (Pantoia Property): An EHD Well/Pump permit issued on
December 27,2000 for the installation of a replacement domestic well(DW-2R)at 23565 S. Santa Fe Road
includes a written summary of the Site inspection conducted by EHD staff during the well installation. The
inspector wrote, in part, "Bradley Drilling—installing well on Pantoja's property...Well placed in an area
where there may have been dispensers from old UST's but no odor was noted by the driller during well
installation."The description of"old USTs"at this location matches anecdotal evidence of an earlier set of
USTs at this location,as described by long-time Riverbank resident David Christensen(please see below).
Personal Account of Long-Time Riverbank Resident: In a telephone conversation with Condor on March
14,2018, long-time Riverbank resident David Christensen indicated that his former grandfather operated a
gas station at 23665 S. Santa Fe Road (now 23659 S. Santa Fe Road), which employed two sets of USTs.
Mr. Christensen indicated that the USTs were located roughly on a line extending south from the existing
Is
i CONDOR
