SAN JOAQUIN Environmental Health Department <br /> COUNTY <br /> ICI <br /> Greotness grows i1 , <br /> WASTE DISCHARGE/SPILL RESPONSE <br /> NOTICE TO ABATE <br /> Responsible Party: UNION PACIFIC RAILROAD- Intermodal Facility Date: Dec 23, 2024 <br /> RP Mailing Address: 1400 Douglas Street MS1030 Record ID#: CO2400614 <br /> Omaha, NE 68179 Program Element: 2500- Emergency <br /> Spill Location: 1000 E ROTH RD FRENCH CAMP, CA 95231 Response <br /> NATURE OF WASTE DISCHARGE/WASTE RELEASE: <br /> Approximately 250 gallon diesel release <br /> OBSERVATIONS: <br /> At 4:10pm EHD received notification of a diesel release from a crane and subsequent fire at 1000 E Roth Rd.Approximately 250-gal diesel <br /> was released from the crane's fuel tank when a container fell and landed on the base of the crane. Upon arrival,the fire department used <br /> 2000 gallons of water to extinguish the fire,which then entered the on-site storm drain system. EHD arrived on site to witness cleanup. <br /> Absorbent, a skidster with sweeper attachment and power washing were used to contain the diesel spill.The clean-up contractors <br /> attempted to flush the affected portion of the storm drain system, however the water was diverted to an unknown location and could not be <br /> recovered.The container and some debris below it remains on site,final cleanup TBD. <br /> Immediately take all necessary steps to ensure that the portion of the storm drain system affected by this release is adequately cleaned up. <br /> Continued on Daae 2 <br /> VIOLATIONS: <br /> • Discharge of any waste, including sewage <br /> (CA Health and Safety Code 5411) <br /> ° Discharge of waste or sewage to water or within 150 ft. of waterway <br /> (SJC Ordinance Code Sections 9-1125.3, 9-1125.4) <br /> ° Improper disposal of a hazardous waste <br /> (CA Health and Safety Code 25189.5) <br /> ° Permitting or Maintaining a Nuisance <br /> (SJC Ordinance Code Section 8-5100) <br /> Other Violation <br /> ORRECTIVE ACTIONS/ORDER: <br /> • Investigate and abate contamination under the oversite of the appropriate lead agency. <br /> Immediately <br /> • Submit copies of hazardous waste manifests/disposal records to the EHD. <br /> Within 30 days <br /> • Other Correction <br /> Provide a copy of analytical results and final disposal records. <br /> EHD 25-01 Rev.9/16/2020 Page 1 of 2 WASTE DISCHARGE/SPILL RESPONSE NOTICE TO ABATE <br /> 1868 E.
