Tyler was able to confirm that the liquid level on the fuel tank of the conex refrigeration units h owed <br /> that 1/16th of the tank remained filled with diesel. <br /> The paved area was then power-washed and approximately 100 gallons of wastewater was <br /> recovered. Chaz reported that Union Pacific's protocol was to store waste generated from clean-up <br /> on site in the hazardous waste storage area until it can be profiled, and then to dispose of it as <br /> appropriate.Two 55-gallon drums of liquid waste were generated.Additionally,two batteries were <br /> recovered from the crane and from the refrigeration unit on the conex. Both were placed in a poly <br /> drum and stored in the on-site hazardous waste storage area to be disposed of. <br /> EHD voiced concerns about the liquid released to the storm water system due to rain being in the <br /> forecast within the next few hours.Tyler from GrayMar,who had recently assessed the on-site oil- <br /> water separator observed the unit again and noted that the liquid level had risen two inches since <br /> his assessment on December 111h. He stated that he believed the rise in level could primarily be <br /> attributed to recent rain and facility personnel washing the cranes in that area and believed that the <br /> unit could still hold several thousand gallons of liquid. However,the exact capacity of the unit could <br /> not be determined. <br /> Since it could not be confirmed that the oil-water separator had sufficient capacity to hold any <br /> Liquid that washed down the storm drain system and the anticipated precipitation, Chaz planned <br /> for a portion of the storm drain line to be isolated and flushed using water pressure and the vac <br /> truck.The water truck was stationed upstream of the incident, at spot number 518 and the vac <br /> truck was stationed at spot 604.The cleanup crew planned to use all the water remaining in the <br /> water truck(approximately 300 gallons)to flush this portion of the storm drain system. However, <br /> when the water was released and exhausted, it did not travel along the storm drain system. <br /> GrayMar reported that it did not appear to flow in either direction. Some puddling was observed <br /> within the grates at the location where it was introduced into the drain line, but GrayMar reported <br /> that the majority of it"didn't go either left or right".When asked if he observed it get absorbed into <br /> the muddy debris within the drain line, he responded that it was either that or it went"somewhere <br /> else".The destination of the water could not be determined. Chaz and Tyler discussed the <br /> possibility that an obstruction or leak could exist in the line. <br /> After updating Lead Sr. Mike Suszycki throughout the night, it was determined that no more could <br /> be accomplished for the moment since the crew was out of water and they could not reach anyone <br /> who had more knowledge of the storm drain system.Tyler confirmed that the retention pond was <br /> lined, so even if the liquid released during the incident was to get washed down the grate line from <br /> the rain, it will be possible to recover it. <br /> A Notice to Abate was issued advising the facility to take immediate steps to ensure that any <br /> hazardous materials released during the incident that entered the storm drain system are cleared <br /> from the affected portion of the system.The notice to abate also advised Union Pacific to notify <br /> EHD when plans are made for the next phase of clean-up,to provide analytical results and final <br /> disposal records for waste generated during clean-up,to dispose of all hazardous waste under <br /> appropriate hazardous waste manifesting procedures and that cleanup is to be performed by <br /> properly trained individuals.
