Box 680 <br /> Lockeford, CA 95237-0658 <br /> REQUEST FOR INVESTIGATION,MEL RICE TERMINAL, PORT OF <br /> STOCKTON, SAN JOA QUIN COUNTY <br /> The Mel Rice Terminal at the Port of Stockton houses seven above-ground tanks that <br /> have contained bulk liquid fertilizer products for a number of years. A Phase II <br /> investigation was conducted in May 2004 by Kleinfelder Inc., as reported in Limited Soil <br /> and Groundwater Assessment, Mel Rice Terminal dated 9 February 2005. <br /> The soil data show that ammonium and nitrate are both present in concentrations up to <br /> 14,000 mg/kg and 18,000 mg/kg, respectively, at a depth of five feet below ground <br /> surface (bgs). Groundwater is encountered at about six feet bgs and contains as much as <br /> 24,000 mg/l ammonium and 15,000 mg/1 nitrate. The water quality objective for <br /> ammonium in groundwater is 1.5 mg/1 and for nitrate (as nitrogen) is 10 mg/l. The <br /> distribution of the pollutants in soil and groundwater appear to be centered beneath the <br /> above-ground tanks. <br /> By 4 November 2005, please provide a schedule for a work plan to delineate the extent <br /> of pollutants in soil and groundwater. The lateral and vertical extent of pollutants in soil <br /> and groundwater needs to be delineated, and a monitoring well network needs to be <br /> installed to evaluate groundwater gradient, direction and seasonal variations in pollutant <br /> concentrations. As we discussed in our 8 September 2005 telephone conversation, this <br /> work may be implemented in phases. <br /> Since the Mel Rice Terminal is located in an area with other large manufacturing and <br /> distribution facilities, the work plan should include a site map that identifies the uses of <br /> adjacent and nearby properties. It is possible that other site investigations are being <br /> conducted nearby and there may be an opportunity to share information and access to <br /> monitoring wells. The work plan should be prepared in accordance with the enclosed <br /> Items To Be Included In A Site Assessment Work Plan. <br /> California Environmental Protection Agency <br />
