(Forward) is pleased to submit this Quarterly Corrective Action Program Update
for the Forward Landfill.

During the third quarter 2025 reporting period, no volatile organic compounds were detected above the practical quantitation limit
in the Site’s groundwater treatment system effluent samples collected. Therefore, the groundwater treatment system operated in
compliance with the Waste Discharge Requirements set forth in Water Board Order No. R5-2024-0002. Order No. R5-2024-0002 was
finalized on February 16, 2024, and superseded Order No. R5-2014-0006. Forward continued to provide operation, monitoring, and
maintenance for 14 residential groundwater treatment systems on Austin and Newcastle Roads. The effluent sample concentration
limit for VOCs at each residential groundwater treatment system is non-detect. During the reporting period, all residential
groundwater treatment system effluent sample concentrations were in compliance with this effluent limit. The landfill gas collection
and control system operated continuously with minimal downtime.

In addition, and as previously requested, Forward requests a change to the submittal date for the Quarterly Corrective Action Program
Updates from the 15th day following the end of the quarter to the 30th day (for example, October 30th as opposed to October 15th).
This will allow sufficient time for our contractors to tabulate data and coordinate report preparation.

I certify under penalty of law that I have personally examined and am familiar with the information submitted in this document and
all attachments, and that based on my inquiry of those individuals immediately responsible for obtaining this information, I believe
that the information is true, accurate, and complete.
