Sammons, Lynsey [EHD]
From: Sammons, Lynsey [EHD]
Sent: Monday,April 6, 2026 3:50 PM
To: 'John Uribe'
Cc: Sarah F White; Catherine Malagrida;Joshua Moresi; Luu Tran; Saetern, Kristina Gaen
[EHD]
Subject: RE: RTC Forms & Supporting Documentation Due 9/25/2025
Good afternoon,
We were able to review the Return to Compliance documents you submitted and your CERS submittals.
Please see the feedback below-
HMBP:
• All violations closed on time.
HazWaste:
• Violation #2—Closed
• Violation #5—Closed
• Violations#6—Closed. Please ensure that future documentation includes all information
required by HSC 25250.12.
• Violation #11 —Open. Further information needed.
o Please clarify the difference between sludge waste and trench waste?
o Where was each sample taken with respect to the process?
o Since the trench waste was determined to be a hazardous waste based on aquatic toxicity
,what is the plan for the associated waste streams (shaker, sludge, filter cake, final
effluent leaving the facility)? We did not receive determinations for those waste streams.
o I wasn't able to locate CCR 665261.49(x). Can you please verify this is the correct statute?
o To clarify, the testing conducted by City of Stockton does not cover all hazardous waste
determination requirements as described in the regulations.
• Violation #12—Open. See guidance from #11. Also, to clarify further, test results being on file with
City of Stockton does not satisfy the requirements outlined in Title 22 to maintain all hazardous
waste determinations and supporting documentation.
• Violation #29—Closed
• Violation #38—Closed. Please ensure accumulation start dates include month, day, and year
since the regulation requires disposal within 180 days.
• Violation #51 —Open. The emergency evacuation map was not addressed.
• Violation #59—Closed
• Violation #60—Closed
• Violation #61 —Closed
Tiered Permitting:
• Violation #18—
i
