In September of 1977 , the Local Health Distract received <br /> a request for an inspection of the existing subsurface <br /> sewage disposal system and a bacteriological sampling of <br /> the water supplied by a well located on the property at <br /> 6781 Cherokee Lane in, Stockton, CA, The request was made <br /> by Ms , Joyce Rishwain of Santos Realty as a part of the <br /> processing of a conventional loan application, An inspec- <br /> tion was conducted by Mr, David Yoder, Ph.D„ R, S, , as a <br /> service to the property buyer, in accordance with existing <br /> policy and procedure established on March '20 , 1969 for VA <br /> and FHA loan procedures . No policy existed for processing <br /> conventional loans , but the procedure was essentially ap- <br /> plied uniformly to all loan applications , <br /> ITEM Policy in attachment (Attachment I) , <br /> ITEM The procedure for loan application inspections was , <br /> "If the individual water supply is satisfactory and <br /> sewage is not surfacing or indications that it has <br /> surfaced, the application will be approved and <br /> marked "Functioning Satisfactorily. " <br /> ITEM In a letter of September 19 , 1977 , the Real Estate <br /> Agency was .notified of; <br /> 1, a satisfactorily functioning sewage system, and <br /> 2 , a bacteriologically satisfactory watef sample <br /> result. <br />
