Response and corrective actions to Violation #13 <br />Due to errors of omission noted here, the responsibility for these plans, analyses and reports <br />including submitting the Employee Training Plan, Consolidated Emergency Response / <br />Contingency Plan and other CERS submittals has been reassigned to the Process Engineer. An <br />Employee Training Plan and Consolidated Emergency Response / Contingency Plan that <br />addresses the requirements of the HMBP was submitted on February 23, 2016. As noted in the <br />email from CERS reprinted below, this submittal was accepted by San Joaquin County <br />Environmental Health on February 25, 2016 and that the submitted data/documents meet state <br />and local reporting requirements. <br />Documentation of submittal: <br />Your Emergency Response and Training Plans submittal on February 23, 2016 for SIERRA CHEMICAL CO (STKN) <br />(CERS ID 10183569) was Accepted by San Joaquin County Environmental Health on February 25, 2016. This <br />indicates the regulator has reviewed the submittal element and finds the data/documents meet state andlacalorling <br />requirements. The regulator has not necessarily field -verified the submitted data. This accounts for why training records were apparently not producible during <br />the inspection. These records were gathered and properly placed in the hard files and updated <br />completion dates were recorded on the facility training matrix. Examples of these records are <br />reproduced in the attached PDF files: <br />• Initial and refresher Hazardous Waste Operations and Emergency Response - 24 hr. <br />Technician Training for 2014, 2015 and 2016.
