Sierra Chemical does generate hazardous waste and there was hazardous <br />waste on site, there were not waste manifests. <br />The only waste that had been shipped offsite was scrap batteries and waste oil <br />associated with service of the forklifts. I am enclosing invoices reflecting the <br />batteries were returned as a core. The enclosed service reports show the used oil <br />has been removed by the contractor servicing the forklifts. <br />Universal Environmental was at the site on August 2nd and 3rd hazcating the <br />material identified as waste. It will be removed to an approved disposal site as <br />soon as they can complete their analysis and make arrangements. <br />In Sierra Chemicals Executive Summary, located in your Risk Management <br />Plan, "Applicable plant personnel receive annual training including drills" <br />Provide the most current training record for individuals assigned to Sierra <br />Chemicals emergency response team. Provide proof of training of your <br />emergency responders found in 29 CFR 1910.1209q). <br />During the inspection the current training records for the emergency responders <br />were not available on site. A copy of a training matrix was provided that <br />indicated the training was conducted on 1/25/2005. The sign off sheets were <br />located in the corporate office in Sparks, NV.
