No hazardous waste has been manifested from this facility according to Gary <br />Cummings since our last inspection. Obtain a permit to store hazardous waste or <br />manifest all waste within required time frames. <br />Sierra Chemical Response and Action: <br />No material had been shipped under manifests during the past three years. <br />Invoices and service reports were provided by letter dated August 30, 2005 <br />reflecting batteries were returned as a core and used oil was removed by the <br />contractor who serviced the forklifts. Letter dated October 17, 2005 transmitted <br />purchase orders and invoices verifying our rolling stock had been serviced offsite <br />and no waste oil had been generated. <br />Costs: <br />Gary Cummings, Regulatory Compliance Manager and Leo Huizar, Production <br />Manager, attended training in Hazardous Waste Compliance provided by Network <br />Environmental Systems on November 8, 2005. Information from this training has <br />been provided to other staff members and employees. <br />Cost to attend training session: $ 1,000.00 <br />Complaint: <br />f. Failed to properly label containers of hazardous waste, in violation of California <br />Code of Regulations, Title 22, section 66262.34. <br />Environmental Health Department: <br />In the warehouse many containers were either unlabeled or improperly labeled. <br />This is a violation of CCR, Title 22, Section 66262.34(f). <br />Sierra Chemical shall immediately place a proper hazardous waste label on this <br />container that includes the following: <br />✓ The words "Hazardous Waste" <br />✓ Accumulation start date <br />✓ Composition and physical state <br />✓ Hazardous properties <br />✓ Name and address of the generator <br />✓ Sierra Chemical Response and Action: <br />Sierra Chemical Response and Action: <br />Containers were immediately labeled. Copies of a blank label that were placed on <br />the containers were provided to Kasey Foley and Dennis Fields on 7/29/2005. <br />photos verifying the labeling were provided by letter dated August 30, 2005. <br />Cost: <br />Labor to label containers. $ 500.00 <br />
