When an emergency occurs, managersisupervisors are responsible for taking post
evacuation/emergency attendance of employees and non -employees (as referred to above) in order
to determine if any persons are missing. Information on missing persons must be immediately
provided to the Nall / NorWesCo designee in charge and to local responding firefrescue departments,
police and/or other responding emergency personnel so that, the responding emergency personnel
have adequate information to determine whether personnel rescue efforts are necessary. We have
described each frontline supervisor's employee/non-employees tracking method within the body of
the Emergency Action Plan (EAP).
Training Plan:
The Emergency Action Plan (EAP) Administrator (or designee) reviews the Emergency Action Plan
(EAP) with employees at the following times:
• Initially when the plan is developed.
• Whenever the Emergency Action Plan (EAP) undergoes a major revision.
Whenever a new employee is hired.
• Annually with all employees.
• Whenever new equipment, materials, or processes are introduced into the Noll ! NorWesCo,
facility that effect evacuation routes.
Whenever the layout or work zone design or the Noll / NorWesCo facility changes.
he training inciudes the fol>lowin
• Employee roles and responsibilities.
• Threats, hazards, and protective actions.
• Notification, warning, and communications procedures.
• Emergency response procedures.
• Evacuation, shelter, and accountability procedures,
• Location and use of common emergency equipment within the Noll 1 NorWesCo facility,
• Emergency equipment shutdown procedures to include possible shut down of all electrical
and LP Gas services to the interior of the Nall / NoMesCo facility, which shall be conducted
by authorized personnel only_
The information in this plan is not intended for casual reading, but is intended to get the appropriate
message across. We present the material for training in the following manner:
Communication and Practice Drill Training:
Communicate the contents of this plan through a briefing delivered by managers and/or
supervisors followed by a demonstration.
Practice drills will be held for following emergencies:
o Fire
o Earthquake
Practice drills will be scheduled and held at least annually.
Atter a drill, the Emergency Action Plan (EAP) Administrator judges the effectiveness of the pian and
reviews any employee input concerning the drill, Employees performing the drill may identify
something that did not follow procedures or was found to be ineffective.
For example, it may be discovered during the drill that some exit doors would not
open, or that some doors have been incorrectly labeledfnot labeled that would allow
an employee to enter an unmarked stone closet instead of an exit door which could
cause personnel to get lost and confused. These are the types of things the
Emergency Action (EAP) Plan Administrator needs to hear about after a drill. That
way, any problem areas can be addressed before a real emergency occurs.
29
