The following is an itemized list of hazardous materials violations that have not been addressed for SOUTHERN WINE & SPIRITS as of April 26, 2016. Open violations from December 08, 2015 inspection Violation#1 -Failed to establish and implement a hazardous materials business plan. A Hazardous Materials Business Plan has not been established or implemented. A Hazardous Materials Business Plan shall be established and implemented for emergency response to a release or threatened release of a hazardoi material when storing hazardous materials at or above the thresholds quantities of 55 gallons for materials that are liquids, 500 pounds for solids, or 200 cubic feet for compressed gas, at standard temperature and pressure. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the required information, and submit for review by the EHD. Violation #2 - Failed to electronically submit a business plan. The facility's business plan was not submitted electronically to the California Environmental Reporting System (CER: for the years 2013, 2014 and 2015. As of January 1, 2013, all businesses were required to submit all business plans electronically. Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. Violation#3 - Failed to annually review and certify that the business plan is complete, accurate, and up to date. The business plan information has not been reviewed and resubmitted in the California Environmental Reporting System (CERS)for the years 2013, 2014 and 2015. The hazardous materials inventory shall be submitted by Janua 15 of each calendar year and may be submitted beginning November 1 of the previous year. Immediately log into the CERS at http://cers.calepa.ca.gov/, enter the correct or updated information, and submit to the EHD for approval. Violation#6 -Failed to complete and/or submit the Business Activities or Owner/Operator Identification page. The Business Activities and the Business Owner/Operator Identification forms have not been submitted for the years 2013, 2014 and 2015. This information must be current and submitted as part of the business plan. Violation#10 -Failed to complete and/or submit a site map with all required content. A site map has not been submitted for the years 2013, 2014 and 2015. A site map shall contain a north orientation, loading areas, internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation staging areas, hazardous material handling and storage areas, and emergency response equipment. Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval. Violation #11 - Failed to establish and/or submit emergency response procedures for a release or threatened release. The emergency response procedures have not been submitted for the years 2013, 2014 and 2015. A business plan shall include the following emergency response procedures for a release or threatened release of hazardous materia including, but not limited to, the following: - immediate notification of local emergency personnel and the Environmental Health Department(EHD) - procedures for the mitigation of a release or threatened release to minimize any potential harm or damage to persons, property, or the environment -evacuation plans and procedures, including immediate notice, for the site Immediately log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, and submit to the EHD for approval.
