Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />July 16, 2018 <br /> Facility Address: <br /> 805 S LOCUST AVE, RIPON <br /> Facility Name: <br /> CALIFORNIA FREIGHT SALES <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 4 HSC 25508(a)(1) Failed to complete and/or submit the Business Activities or Owner/Operator Identification page. <br />The Business Owner/Operator Identification form was not submitted or complete. The business name is listed as <br />Ruan Logistics Corporation. Please change the name in the business owner /operator section to say California <br />Freight Sales. This information must be current and submitted as part of the business plan. Immediately log into the <br />California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, enter the correct or updated <br />information, and submit to the EHD for approval. <br />This is a minor violation. <br /> 5 HSC 25506(a)(1) Failed to complete and/or submit hazardous materials inventory for all reportable materials on site. <br />750 gallons of diesel exhaust fluid, 400 gallons of used oil, 240 gallons of new oil, 55 gallons of new anti freeze, 55 <br />gallons of windshield washer fluid , 500 cubic feet of acetylene, and 814 cubic feet of oxygen were found on site that <br />have not been reported. Please update the max daily amount from 2,000 gallons to 9,500 gallons of diesel. Any <br />material that meets or exceeds the reportable quantity shall be reported in the facility's business plan. Immediately <br />log into the California Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, add the materials to <br />the hazardous material inventory, and submit to the EHD for approval. <br />This is a minor violation. <br /> 6 HSC 25505(a)(2) Failed to complete and/or submit a site map with all required content. <br />The site map was not complete as part of the business plan. The site map is missing storm drain locations, access <br />and exits points, hazardous material storage areas, emergency response equipment locations, emergency shut offs <br />for the diesel tank, and an evacuation staging area. A site map shall contain a north orientation, loading areas, <br />internal roads, adjacent streets, storm and sewer drains, access and exit points, emergency shutoffs, evacuation <br />staging areas, hazardous material handling and storage areas, and emergency response equipment. If a site map <br />element is not applicable for your facility then list it on the map and label as “NA". Immediately log into the California <br />Environmental Reporting System (CERS) at http://cers.calepa.ca.gov/, upload the correct or updated information, <br />and submit to the EHD for approval. <br />This is a minor violation. <br /> 7 HSC 25505(a)(3) Failed to establish and/or submit emergency response procedures for a release or threatened <br />release. <br />The emergency response procedures were not complete. Please change the phone number for the local Unified <br />Program Agency (UPA) to 209-468-3420.
