(iv) The loadingfunloading connections of oil pipelines should be securely <br /> capped or blank-flanged when not in service or standby service for an extended time. This <br /> security practice should also apply to pipelines that are emptied of liquid content either by <br /> draining or by inert gas pressure. <br /> The product refill lines for AGT 1 and AGT 2 use hand lever valves for opening and <br /> closing. The levers are kept in the closed position when not in use. The refueling lines <br /> are capped with a camlock fitting when not in use. The levers are located within spill <br /> containment boxes. <br /> There are product delivery lines and fuel dispensers associated with AGT 1 and AGT 2. <br /> Three diesel dispensers are located in the Refueling Bays inside the building and one <br /> gasoline dispenser is located immediately adjacent to AGT 2. Valves on the product <br /> delivery lines to each the dispensers can be manually <br /> cl Sed as The d e ensers fcessary oe <br /> maintenance or to stop a leak of the fuel delivery p p <br /> equipped with emergency shutoff switches to cut power in the event of a non- <br /> responsive dispenser mechanism. There are two emergency power kill switches: one <br /> located on the exterior of the southeast corner of the building; and one within the <br /> Refueling Bay in the southeast corner near the electronic fuel inventory recorder. <br /> (v) Lighting adequate to detect spills: <br /> 112.7(e)(9) Security. (v) Facility lighting should be commensurate with the type and locations of <br /> the facility. Consideration should be given to: <br /> (A) Discovery of spills occurring during hours of darkness, both by operating personnel, if <br /> present, and by non-operating personnel(the general public,local police, etc.) <br /> (B) Prevention of spills occurring through acts of vandalism. <br /> Outdoor lighting is provided around the perimeter of the parking lot at the facility. In <br /> addition, outdoor lighting is provided near the bulk fuel storage areas (AGT 1 and AGT <br /> 2). Lighting is adequate to detect spills during daytime and nighttime hours and to <br /> deter acts of vandalism. Movement sensitive interior lighting is provided within the <br /> Refueling Bays, Wash Rack Area, and Maintenance Shop Area and is sufficient to <br /> detect spills during nighttime hours. <br /> G. Personnel Training and Spill Prevention Procedures (112.7(e)(10)(Wii)): <br /> (i) Personnel instructions: <br /> 112.7(e)(10). (i) Owners and operators are responsible for properly instructing their personnel in <br /> the operation and maintenance of equipment to prevent the discharges of oil, and in applicable <br /> pollution control laws, rules and regulations. <br /> Note :Describe spill prevention and operational training for new hires and refresher training for all <br /> personnel. <br /> The Safety Supervisor has undergone training provided by San Joaquin County <br /> Department of Environmental Health specific to SPCC Planning and Hazardous Material <br /> Use and Storage. All drivers, maintenance crew and employees that are associated with <br /> fuel or hazardous material handling are trained in the following areas: Fueling <br /> Operations, Spill Prevention, and Cleanup procedures. Employees are trained in-house <br /> annually by the Safety Supervisor and/or Maintenance Manager. The training briefs and <br /> training record log are provided in Appendix B of this SPCC Plan. The record of training <br /> is maintained by the Safety Supervisor in the Corporate Office located at this facility. <br /> -20- <br />
