SPCC for Antonini Enterprises Lathrop Facility <br /> • All fuel and fresh product tanks are additionally inspected every time they are <br /> refilled; <br /> • The spill containment units for AGT 1 and AGT 2 are inspected for spilled fuel <br /> weekly by the Maintenance Manager and each time refilling takes place; <br /> • AGT 6 is inspected every time it is emptied; <br /> • Records of routine inspections are logged and retained on file at the office of the <br /> Safety Supervisor; <br /> • Inspection, repair, and training records will be retained on file at the office of the <br /> Safety Supervisor; and <br /> • Spills greater than one gallon in volume are required to be reported to Safety <br /> Supervisor or Maintenance Manager. A log of spills is retained at the office of the <br /> Safety Supervisor. <br /> F. Site Security (112.7(e)(9)(i-v)): <br /> (i) Fencing: <br /> 112.7(e)(9) Security. (i)All plants handling,processing and storing oil should be fully fenced,and <br /> entrance gates should be locked and or guarded when the plant is not in operation or unattended. <br /> All AGTs are located within the Antonini Enterprise facility. The entire facility is <br /> enclosed with chain link fencing. A guard shack at the facility entrance is manned with a <br /> security guard 24 hours a day, seven-days a week. The entire facility has video <br /> surveillance monitoring. <br /> (ii) Flow valves locked: <br /> 112.7(e)(9) Security. (ii) The master flow and drain valves and any other valves that will permit <br /> direct outward flow of the tank's content to the surface should be securely locked in the closed <br /> position when in non-operating and non-standby status. <br /> The refueling dispensers, connected to AGT 1 and AGT 2, have power, but require a <br /> cardlock to operate (described in section F.(iii) below). <br /> (iii) Starter controls locked: <br /> 112.7(e)(9) Security. (iii) The starter control on all oil pumps should be locked in the oft"position <br /> or located at a site accessible only to authorized personnel when pumps are in a non-operating <br /> or non-standby status. <br /> The diesel fuel dispensers are activated by a Gasboy (cardlock) within the Refueling <br /> Bay to allow drivers to refuel their truck as necessary. The gasoline fuel dispenser is <br /> also activated by a Gasboy (cardlock); however, access to this dispenser is limited to <br /> Antonini management and Maintenance Shop employees to fuel company-owned <br /> service vehicles. The dispenser is located adjacent to AGT 2. All drivers are required <br /> to undergo initial and annual training on the proper use of the Gasboy and fuel <br /> dispensers. <br /> (iv) Pipeline loadinglunloading connections securely capped: <br /> -19- <br />
