embedments in the concrete block wall have been sealed with a suitable sealant to prevent leakage. The <br /> containment is by a voids filled reinforced concrete blockwall that is unlined.All concrete is permeable <br /> to any liquid, but concrete has a very low rate ofpermeability. Any spills would be discovered long <br /> before diesel or used oil could penetrate the 8" concrete block wall or the concrete floor. All <br /> penetrations are caulked with sealant. The block wall containment area will hold the largest tank <br /> (10,000 Gals.) with 0.39 feet of freeboard. By observation, it was determined that secondary <br /> containment far exceeds the 110%volume of the used oil tank. The secondary containment does not <br /> have a drain system, and storm water must be pumped out (See Inspection Data Sheet and Mathcad <br /> Sheet attached). <br /> Pi <br /> ing Condition <br /> Tank piping is in very good condition. Vacuum line is 1 VS"schedule 40 about 4'long. Pressure side is <br /> I %s"single wire oil resistant rubber hose to top oftank than I %s"fill pipe ofschedule 40 pipe. Volume <br /> 389 cubic inches. 1.7 gals. The drain or unloading line was tested with the tankfor a pressure of5 psi. <br /> with no leaks. <br /> Used Oil Tank Integrity Test <br /> On the date of this inspection,there was no visible sign of any current or past leakage from this waste <br /> oil tank. On 9/29/2008 a 5 PSI pressure test was applied to the tank and the two foot of product in the <br /> used oil tank. Jim Thorpe Oil provide the manpower and equipment to make the tank air tight and <br /> pressurize the tank. The tank was pressurized slowly with a visual check of all welds and piping as the <br /> pressure was increased to 5.0 PSI (See inspection data sheet attached for details of the test). Two air <br /> leaks were found by soap solution and repaired by tightening access bolts and a pipe plug. The tank <br /> remained under 5 PSI pressure for 2.5 hours without any pressure loss. No stress cracks or welding <br /> failures were observed during the 2.5 hours under pressure.No make-up air was need during the test to <br /> maintain a 5.0 PSI on the tank(See Inspection Data Sheet attached). <br /> Used Oil Tank Anchorage Design <br /> On inspection of the used oil tank. it was observed that the used oil tank was not constructed with <br /> anchorage to the containment floor. A proper anchorage system was designed by the author to prevent <br /> movement of the tank as directed by the 1997 California Building Code (See attached drawing and <br /> calculations). The tank owner installed the seismic anchorage to the used oil tank. <br /> Durability of the Tank <br /> The manufacture states that the tank life for this tvPe of use. is 50 vears from the date of manufacture <br /> with Prover corrosion Protection(Painting). Ifcorrosion appears, the area should be cleaned to bare <br /> metal. Primed and Painted with a suitable coating. <br /> Site Security <br /> The site has a chain-link property fence with rolling gates and is under use on a 24/7 basis by employees <br /> of the company. There is a watchmen on dutv 24/7. <br /> Warranty <br /> On the date of this inspection and with the seismic anchor retro fit this used oil tank meets or exceeds <br /> the requirements of both the State and County codes. <br /> I. PE. certify under penalty of law. that this document and all attachments were <br /> prepared under my direction or supervision in accordance with a system designed to assure that aualified <br />
