ROUTINE ABOVEGROUND PETROLEUM STORAGE ACT (APSA) PROGRAM INSPECTION Violations'. (24, 28, 48, 50) 24. A phone number for the San Joaquin County Environmental Health Department (EHD) is not included in the Plan. The EHD is listed in the Plan in conjunction with the San Joaquin County Office of Emergency Services. These are separate departments requiring separate notification. The State Office of Emergency Services has been renamed the California Environmental Management Agency (CaIEMA). The SPCC Plan must include a contact list and phone numbers for the facility response coordinator, National Response Center, cleanup contractors with whom you have an agreement for response, and all appropriate federal, state, and local agencies who must be contacted in case of a discharge. Immediately update the contact list to include the most current version of the required information. 28. The 500 gallon and 300 gallon diesel tanks for the fire protection system were observed with single walled piping outside of secondary containment. A facility shall provide appropriate containment and/or diversionary structures or equipment to prevent a discharge.
