(continued) <br /> primary containment system will not escape the containment system before cleanup occurs. <br /> Immediately provide adequate secondary containment for all aboveground petroleum storage containers <br /> and appurtenances. <br /> 48. The SPCC Plan for the facility states that the shop fabricated tanks do not require integrity testing. <br /> The facility shall test or inspect each aboveground container for integrity on a regular schedule and <br /> whenever you make material repairs. Examples of these integrity tests include, but are not limited to: <br /> visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, acoustic emissions testing, <br /> or other systems of non-destructive testing. Comparison records and other records of inspections and <br /> tests must be maintained on site with the SPCC Plan. Immediately develop and implement procedures <br /> for necessary integrity testing and maintain records on site as required. <br /> 50. Liquid level sensing devices have not been tested. Procedures and frequency of testing for these <br /> devices was not addressed in the SPCC plan. Liquid level sensing devices must be installed in <br /> accordance with 40 CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately <br /> conduct all necessary testing of liquid level sensing devices and update the SPCC plan to include <br /> procedures and frequency for testing these devices. <br /> Complete and submit a copy of the Return to Compliance Certification to the EHD by April 14, 2011 <br /> along with a statement documenting the corrective actions that have been or will be taken for each <br /> violation and any supporting paperwork. <br /> Note. Corrosion was noted on the metal bases of the tank stands, including the bolts, and portions of <br /> the single walled piping for the 500 gallon and 300 gallon diesel fire protection system tanks. <br /> Note: The Ameron fiberglass piping being used as aboveground secondary containment for the <br /> denatured ethanol piping is UL listed for underground use only. Ultraviolet deterioration is occurring on <br /> the fittings and is causing delamination.
