Per CFR 112.7(a)(3) Describe in your SPCC Plan the physical layout of the facility <br /> and include a facility diagram, which must mark the location and contents of each fixed oil storage <br /> container and the storage area where mobile or portable containers are located. The facility diagram <br /> must identify the location of and mark as "exempt" underground tanks that are otherwise exempted from <br /> the requirements of this part under section 112.1(d)(4). The facility diagram must also include all transfer <br /> stations and connecting pipes, including intra-facility gathering lines that are otherwise exempted from <br /> the requirements of this part under section 112.1(d)(11) Correct immediately by updating and ensuring <br /> that the facility diagram contains all the required information. Locate a copy of Figure 2 (facility diagram), <br /> ensure it contains all the required information, and add it to the facility SPCC Plan. <br /> 19. In Table 2 of page 7 of the facility SPCC Plan is a list of the Petroleum Product Storage Inventory. <br /> Table 2 lists the following: 20,000 gal. diesel, 10,000 gal. gasoline, 10,000 gal. gasoline, 1,000 gal. <br /> waste oil, 500 gal. lube oil, 275 gal. lube oil, 275 gal lube oil, and six 55 gal drums of synthetic oil. <br /> Inspection of the facility resulted in the following differences. One of the 10,000 gal. gasoline tanks listed <br /> in the SPCC Plan is a split tank of 5,000 gal. 91 gas and 5,000 gal. 87 gas. The waste oil tank has a <br /> manufacturer's plate that lists capacity at 500 gal. instead of the 1,000 gal capacity as listed in the SPCC <br /> Plan. There are four oil tanks that each have a 280 gal. capacity, but the closest items in the SPCC Plan <br /> lists only two oil tanks at 275 gallons each. Per CFR 112.7(a)(3)(i) You must also address in your Plan: <br /> The type of oil in each fixed container and its storage capacity. For mobile or portable containers, either <br /> provide the type of oil and storage capacity for each container or provide an estimate of the potential <br /> number of mobile or portable containers. the types of oil, and anticipated storage capacities. Correct <br /> immediately by updating and ensuring that the facility SPCC Plan accurately lists product types and <br /> storage capacity. Per CFR 112.5(a) Plan must be amended within six months of the change. Per CFR <br /> 112.5(c) Technical amendments to the facility SPCC Plan must be certified by a Professional Engineer. <br /> 33. In section 9.2 on page16 of the facility SPCC Plan it states, "Loading valves are closed and locked <br /> when not in use." During the site inspection it was observed that the valves are not locked. Per CFR <br /> 112.7(g) Security. Describe in your Plan how you secure and control access to the oil handling, <br /> processing and storage areas; secure master flow and drain valves; prevent unauthorized access to <br /> starter controls on oil pumps; secure out-of-service and loading/unloading connection of oil pipelines; <br /> and address the appropriateness of securing lighting to both prevent acts of vandalism and assist in the <br /> discovery of oil discharges. Correct immediately by keeping the loading valves closed and locked when <br /> not in use as specified in the facility SPCC Plan. <br /> Complete and submit a copy of the Return to Compliance Certification form with a statement of how <br /> violation was corrected, including supporting documentation, by 4-23-11. <br /> ALL EHD STAFF TIME ASSOCIATED WITH FAILING TO COMPLY BY THE ABOVE NOTED DATES WILL BE BILLED AT THE CURRENT HOURLY RATE($122). <br /> THIS FACILITY IS SUBJECT TO REINSPECTION AT ANY TIME AT EHD'S CURRENT HOURLY RATE. <br /> EH <br /> D Received By: _ Title: <br /> EHD 2302-003 Rev 06!10/10 CONTINUATION FORM <br />
