Procedures and frequency of testing for these devices were not <br /> addressed in the Spill Prev ntion, Control, and Countermeasure (SPCC) plan. Liquid level sensing devices must be <br /> installed in accordance wit CFR 112.8 and shall be regularly tested to ensure proper operation. Immediately <br /> conduct all necessary testi g of liquid level sensing devices, or provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> 717 CFR 112.8(c)(10) Failed to romptly correct visible discharges and/or remove accumulations of oil in diked areas. <br /> Several drums were observed with holes in the sides, leaking oil onto the ground in the yard. Visible discharges <br /> which result in a loss of oil rom a container, including but not limited to seams, gaskets, piping, pumps, valves, rivets, <br /> and bolts, must be promptl corrected. Immediately fix leaks or move all oil to non-leaking containers, clean all <br /> stained areas and contami ated soil, and manage according to the California Code of Regulations Title 22 hazardous <br /> waste regulations. <br /> This is a Class II violation. <br /> 718 CFR 112.8(c)(11) Failed torovide sufficient secondary containment capacity for mobile or portable containers. <br /> The oil storage drums were observed with insufficient secondary containment. No secondary containment was <br /> observed for the 180+ drums of used oil located on the dirt in the yard. Portable oil storage containers must be <br /> positioned or located to pre ent a discharge and shall be furnished with a secondary means of containment sufficient <br /> to contain the capacity of th largest single container with sufficient freeboard to contain precipitation. Immediately <br /> provide sufficient seconds containment for this and all other portable containers at this facility, or provide <br /> equivalence as allowed by FR 112.7(a)(2). <br /> This is a Class II violation. <br /> 719 CFR 112.8(c)(11) Failed to I cate mobile or portable containers to prevent discharge. <br /> The drums of used oil were of located to prevent a discharge. No secondary containment was observed for the <br /> 180+ drums of used oil, whi h were placed on the dirt in the yard. Portable oil storage containers must be positioned <br /> or located to prevent a disch rge and shall be furnished with a secondary means of containment sufficient to contain <br /> the capacity of the largest si gle container with sufficient freeboard to contain precipitation. Immediately relocate <br /> these and all other portable ontainers at this facility to prevent a discharge. <br /> This is a Class II violation. <br /> 726 CFR 112.8(d)(5) Failed to ad quately warn vehicles entering facility to protect piping and other transfer operations. <br /> No warnings were observed P site to warn vehicles of aboveground piping, containers, or other appurtenances. A <br /> warning must be provided to all vehicles entering the facility to be sure that no vehicle will endanger aboveground <br /> piping or other oil transfer op rations. Immediately provide a warning in accordance with CFR Part 112 for all <br /> vehicles entering the facility, r provide equivalence as allowed by CFR 112.7(a)(2). <br /> This is a Class II violation. <br /> Page 6 of 7 <br />
