Cardinal CIrY: Stockton ZIP CODE: 95215 <br /> OWNER/OPERATOR: Joe Antonini, Karen Wuellner TELEPHONE#: 444-2064 <br /> TYPE OF INSPECTION: ❑COMPLAINT ❑ CONSULTATION Q OTHER PROGRAM 2832 RECGRI I1r0536495 <br /> ELEMENT: ID#: P <br /> NATURE OF COMPLAINT/CONSULTATION: <br /> This is a routine and final Aboveground Petroleum Storage Act (APSA) facility inspection. <br /> Permission to inspect and photo was granted by Greg Lowman, the Safety Supervisor for the facility. <br /> This inspection was conducted in conjunction with the hazardous waste (HW) generator final <br /> inspection, after it has come to the attention of this office (EHD) that the referenced facility is no <br /> longer in operation after the business has moved to its new location on 701 D Arcy, Lathrop (see <br /> new HW file) in April 2013. Facility is subjected to APSA regulation and SPCC Rule for having an <br /> aggregate aboveground storage tank (AST) shell capacity greater than 1,320 U.S. gallons. <br /> OBSERVATIONS/COMMENTS: <br /> Unable to verify if the 10,000 gallon diesel AST is empty during this inspection. None of the <br /> following AST on record has been permanently closed in accordance to 40 Code of Federal <br /> Regulations (CFR) Section 112.2. <br /> The AST on EHD record include: <br /> TA0520329 10,000-gallon Diesel AST TA0520330 400-gallon Diesel <br /> TA0520331 300-gallon Motor Oil AST TA0520332 100-gallon Used Oil AST <br /> TA0520333 100-gallon 87-octane gas AST TA0520334 55-gallon Diesel Oil AST <br /> TA0520335 300-gallon 87-octane gas AST trailer TA0520336 4x 55-gallon drums Petro Product <br /> CORRECTIVE ACTIONS: ( <br /> Facility remains active on the EHD APSA program (Program Element 2832) which requlY•es an <br /> annual permit and fee, until EHD has verified removal of AST.or that it/they has/been been closed in <br /> accordance to CFR Section 112.2 Definition for Permanently closed: "I) All liquid and sludge has <br /> been removed from each container and connecting line; and 2) All connecting lines and piping have <br /> been disconnected from the container and blanked off, all valves (except for ventilation valves) have <br /> been closed and locked, and conspicuous signs have been posted on each container stating that it <br /> is a permanently closed container and noting the date of closure." such that the aggregate shell <br /> capacity is 1,320 gallon or below and is no longer subjected to APSA and SPCC Rule. <br /> CoaREo*4w--.
